Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021
Representation ID: 25503
Received: 19/03/2021
Respondent: Snell Developments Ltd
Agent: Pegasus Group (Leeds)
Housing Need and Requirement
- concern over level of growth and not meeting full need including the 35% uplift int he latest Standard Method
- the plan should consider all options for meeting this need- including in other ways to deliver the uplift outside of the defined Bradford Urban Area
-it is logical that the 35% uplift is applied to the entire
local planning authority area.
-This could include a range of solutions such as new allocations and increased levels of delivery from the preferred allocations, providing any additional development can be accommodated in a sustainable manner.
- Bradford is one of only 20 areas in which the urban uplift applies, therefore, it is considered the Council should be taking opportunities to secure increased housing development and contribute towards tackling the national housing crisis

3.8.45 Please provide the evidence on which this statement is based.
3.8.50 The issue here is not one of affordability but of income and social housing. Affordable social housing needs to be delivered at a very low starting price.
Whilst BPC accept that it is inevitable that some housing need has to be met from green belt, our previous comments about housing viability in Q5 remain. In this section the housing allocation from Burley is 326 units of 625 houses in the Local Plan.
Why could BDMC not consider an affordable housing initiative as in Manchester?

Housing Distribution - Addingham
I do not agree with the allocation of 175 new houses for Addingham. The increase from 75 dwellings only 2 years ago is not explained or justified in the LP. Other Wharfedale settlements have had reductions since then (eg Ilkley with a substantial reduction) or only small increases, these being in Local Growth Centres, which are more sustainable locations. Addingham is one of the least sustainable locations in the District, and is a Local Service Centre where housing development is to be on a smaller scale and growth more modest.
Accommodating 175 new homes in Addingham will require land releases which will seriously damage the historic character and landscape setting of the village, which would be inconsistent with the stated policies of the LP. A much lower housing allocation is required closer to the previous figure, and this could more easily be accommodated in the village over the plan period.
