Noted that the policy sets a target ahead of the Government for net zero (2038 instead of 2050). Encouragement for the need to minimise carbon emission is supported along with the move towards greater energy efficiency via nationally consistent set of standards and a timetable for achieving any enhancements which is universally understood and technically implementable.
Government has not enacted proposed amendments to the Planning & Energy Act 2008 that prevents Councils from stipulating energy performance standards that exceed Building Regulations.
Government consulted on Future Homes Standards and set in law a target to reach net zero by 2050. Their intention is to future proof new homes with low carbon heating and world-leading levels of energy efficiency, and want to create certainty/consistency.
An uplift to Part L standards will improve energy efficiency of new homes and prepare housebuilders/supply chains for the further uplift in 2025 to meet Future Homes Standard.

The provision of electric car charging points, and guidance regarding its provision, as set out within Policy SP9 is supported in assisting with a reduction in the use of fossil fuels. However, the provision of electric car charging points within communal parking areas is often difficult to facilitate and manage depending upon the service and ongoing management arrangements in place. This should be factored into the policy and reference made to the provision of one charging point per 10 parking spaces on new non-residential development with dedicated parking areas ‘where possible’.

•Moving to a low carbon future. It is abundantly clear that BDMC wish to adhere to para 148 of the NPPF, rather than to be the first to “raise the bar.” Burley Parish Council would prefer to see mandatory delivery of energy efficient carbon-neutral housing, with BDMC taking the lead role in this initiative. Such an initiative would have a defined set of outcomes that are easily measured against a simple set of KPIs. It would also align with the Local Direction at 3.9.8 helping to achieve a net zero carbon district by 2038.

Given the embodied energy in existing buildings and the
additional energy that would be expended were these
buildings to be demolished and their resultant demolition
waste removed, the reuse and adaptation of existing
buildings is, in the vast majority of cases, the most
sustainable option (quite apart from the fact that many of
these buildings are historic and contribute to the distinct
identity of the places where they are located).
Bradford has a huge amount of underused and vacant
floorspace across the District. In its historic mills alone, it is estimated that there are some 243,078 square metres
(2,616,469 square feet) that is vacant or under-used. The
conversion of these buildings, therefore, would not only help to sustain the historic environment of the District, but also to provide dwellings, offices and business accommodation in by one of the most sustainable means.

The UK planning and environmental legislation sets out that local plans must include robust evidence-based carbon targets. There is a legal duty through the Planning and Compulsory Purchase Act of 2004 that requires local plans to include policies “designed to secure” that development and use of land contributes to the mitigation of, and adaptation to, climate change.
The Local Authority needs to set local carbon targets based on an assessment of local potential and taking into account national and international targets. Planning policies then need to be developed that are consistent with these targets and a monitoring mechanism created to allow for review of future performance.
The Environmental Assessment of Plans and Programmes Regulations 2004 – which implement the Strategic Environmental Assessment (SEA) Directive creates a legal duty and require that a plan’s cumulative climate impacts are assessed and taken into account. This includes assessing the consistency of proposed policies with all relevant climate objectives and targets.
Along with these legal duties, there is further support in Chapter 14 of National Planning Policy Framework (NPPF) that local policy should support "radical reductions" (para 148) in emissions in line with the Climate Change Act 2008.
