We support the current content of Policy SP9 but also recommend the inclusion of additional wording (underlined) within bullet points B, 5 and C, 3 and C, 4 (for detail see document)

These proposals for policy wording changes are to ensure that the policy includes sufficient reference to the ‘blue’ element (i.e. the water environment) of green and blue infrastructure.

We support the inclusion of bullet point C, 1 of Policy SP9, which makes reference to SuDS, water efficiency measures and NFM.

Policy should be developed that seeks to encourage SuDS, drainage connections, habitat creation, water efficiency, naturalisation of water bodies etc

Additionally, clarification should be included with regard to flood risk. Under bullet point B, 4, this should emphasise that you should be locating development in areas of low flood risk both in the present sense and future risk sense. Development should also sequentially layout there sites to avoid areas at most flood risk (which should also be set out in Policy EN7).

4. Climate change

a. The plan states that it will achieve a target of net zero carbon emissions by 2038 and has a clean air zone. The plan has detailed polices relating to flooding, air quality, green infrastructure, environmental policies to achieve this target. Leeds City Council supports the intent of these policies.

I welcome the revision of many of Bradford’s policy documents which improve and strengthen a commitment to higher environmental standards including a net zero carbon target for 2038. However this strategy is not backed up with an appropriate economic plan to help bring about these changes by reducing journeys to work, or avoiding wasteful use of green field sites.

Representation Summary:

Ilkley Town Council declared a climate emergency in December 2019 and has pledged to do everything within its power to make Ilkley carbon neutral by 2030. The Town Council requires all its decision making and policies to have regard to its Climate Emergency Declaration including the Ilkley Neighbourhood Development Plan.

In seeking to protect local Green Belt, biodiversity and Ilkley’s overstretched local infrastructure we also acknowledge the need within our local community for affordable, well designed, energy efficient, zero carbon, adaptable and accessible housing.

However, it is our opinion these aspirations do not always translate into the detail of the Local Plan especially with regard to sustainability and site allocations.

The Parish Council welcomes the clarification of a number of strategic policies in the Local Plan, and wholly supports policies for sustainable growth and development in the district which prioritise the use of brown field sites and which work towards the regeneration of key areas.
The Council is particularly pleased to note the increased emphasis on strategies designed to achieve net zero carbon emissions by means of promoting greener lifestyles and practices, and recognising the value of green infrastructure and open spaces.

Representation Summary:

The Principals of Policy SP9 are supported. However, they have not been carried forward into the draft allocations: allocating significant numbers of housing for Addingham, which is identified as not being as sustainable as the Principal towns, the Growth Centres or the City of Bradford, does not make any sense in relation to this policy. Allocating lots of housing here will not help to get emissions to net zero, as most trips for work are carried out in private cars, and trips to the supermarket are likely to be carried out by car. Allocating sites to the western end of Addingham is also exacerbating this as it is the least sustainable part of the village, being furthest from all of the facilities and services in the centre.
