Great Northern Railway Trail is currently protected in the UDP & RUDP and planning permission has already been approved for the most part.

Thank the Council for their proposed continued protection of the route between Keighley and Queensbury and refer to policies SP7, SP10, SP11, SP14, SP15, SP16 and TR1, TR2, TR3 & TR4 in their support

• Community / Kirklees ward member / officer engagement: The council request that Kirklees Council officers, ward councillors and the community in the area close to the proposals (particularly Birstall and Birkenshaw / Cleckheaton wards) continue to be consulted as the proposals evolve to ensure any cross-boundary issues are fully considered.

• Education provision:
o The council is keen to review further evidence as it emerges relating to the impacts of the proposed development on education provision in Kirklees.

• Greater reference to cross-boundary working within policies – the council believes that there could be greater reference to cross-boundary working including within policies relating to the highway network (Policy SP1, SP3), White Rose Forest (Policy EN3), Mass Transit (Policy SP6) and strategic green infrastructure (Policy SP10).

From discussions and stated in the plan there is more work to be carried out on the accumulative impacts of the plan and allocations, for example with regard to Leeds City Council’s services, highways, flooding, schools (new and extensions), freight park, wildlife, biodiversity, flooding and detailed site requirements, etc. We wish to, reserve our position on this until further evidence / information is provided through further consultation and duty to cooperate discussions.

Thank you for consulting Harrogate Borough Council on the Draft Bradford District Local Plan Regulation 18 (2020-2038).

As discussed in our recent Duty to Cooperate meetings I am happy that there are no significant and/or unresolved cross boundary issues.

As also discussed, I will put you in touch with our AONB manager to discuss sites in the Wharfedale area for which impacts on the Nidderdale AONB will need to be considered. We will also continue dialogue relating to assessment of protected environmental sites.

I look forward to further cooperation between teams as the Local Plan progresses.
