Representation ID: 4822

Respondent: Mr Jack Leyland

Representation Summary:

I have a wish for a green space to be kept on Idle Moor for future generations, building upon this space then means travel via vehicle to other areas of the city which parks & Greenlands are already overcrowded.

I completely object to any building on Idle Moor.

Representation Summary:

I feel we have already reached our quota of housing in the area. The Public health of the locality has been greatly eased this past year by the access to green spaces , these are rapidly disappearing with cote farm and Apperley bridge being swallowed up by housing .
The land on Idle more needs to be secured to prevent any more housing or development . I would like Bradford council to cement the green council credentials by keeping this land green space in the development plan. Ideally I would propose we extend the green corridor around Bradford and include it in the plans thus protecting it. Please we need the open spaces for humans and wildlife .

I would like to comment on these plans for the following reasons
1) As long as there is a commitment to green space as a reduction would impact mental and physical health of nearby residents
These green spaces are there for alot of people to enjoy for exercise as well as other activities such as dog walking, playing sport
2) There is adequate traffic management as access routes are narrow and limited and would require substantial modification to make them safe for traffic and pedestrians
3) Ensuring increase in local services such as schools and doctors so as not to detriment current residents
With the COVID-19 outbreak this has shown greater need for more thought on impact of planning application especially for mental health needs of local residents

Idle moor has been my home for 25 years and the green space is constantly getting eaten up by development. I object any further planning/development on our green space. It hugely important to keep this space, even more now with alot of people being forced to work from home and restricted to go anyway but enjoy this space.

Green Lane would be the access route and has already seen a huge increase in traffic, its not suitable to accept more and more traffic up such a steep incline and not to mention the many 90 degree angle turns for vehicles. It is already unsafe for the amount of cars traversing the roads up green lane let alone protecting our families from incident.

We would like to object to planning permission on the field behind our house on Idle Moor. There are hardly any fields left on Idle Moor and it would be great to keep some open space to walk, breathe cleaner air and have space to run and play especially for the children. It would also be nice to keep the green space for nature’s natural habitats for the wildlife there. It would also create even more traffic to the ever expanding Green Lane neighbourhood. Cars already drive fast and create a lot of pollution as it is. Thank you for considering our plea.

Please protect Idle Moor as an open recreational green space. It is used by the local community for its public rights of way and for exercise, which is important for mental and physical wellbeing. We need to preserve some open natural space in this part of the community for the wildlife and local residents. Any development would be detrimental to the area and vehicle access is limited. Developing in this area may cause drainage issues and potentially add to flood problems.

Idle Moor should remain as a green open space or become part of the green infrastructure corridors. The fields are widely used by residents/ local people. It offers a form of exercise and we would like to preserve the nature of the field. It is a habitat for many wildlife creatures from bats which are protected under the wildlife act, foxs, rare birds.

Green Space Area North of NE2/H & NE3/H
A valuable Green Space for recreation & exercise used as a nesting area for many species of birds; Bull & Green Finches, Blue, Coal, Great & Long Tail Tits together with Black Caps & Wren. Hawks are often seen hunting for small ground mammals.

There current road and social infrastructure cannot meet the additional demand from recent new developments - the area cannot support any further development.

Poor and limited access without causing disruption to the immediate neighbourhood. The area is not marked as a HD&SS yet recent weeks has seen machinery put in place for exploratory work which I assume is an agenda for future planning applications.

This is a Green Filed Site identified as such on the plan and it should remain as such and the council should listen to those who elected them and be swayed by commercial developers.

Idle Moor needs to be left as green open space for the surrounding areas to use as they have been doing through these testing times. This should become part of the green infrastucture corridor. When you see every day as I do the joy of walkers both young and old enjoying this amazing piece of land. During the tests they have ruined some of the natural animal habitats and have shown little appreciation for this. This is also a brilliant place for all of the horses that give joy to kids every day, some of the land has been ruined by previous housing (Which by the way is a real eye sore). This is one of the last standing areas for people to enjoy so please protect this wonderful green space.

I would like to put in a very strong objection regarding any planning permission being granted on the green space on Idle Moor.
Over the years since I bought my property almost all the field around me have been built on.
We need green space for wild life and very importantly our mental health.
Another strong objection is the access into the field at the top of Kenstone Crescent. This would be extremely dangerous as anyone with any sense would see. The access road and connecting roads are not suitable for the volume of traffic which this build would create.
My last point is that the traffic on Green Lane in my opinion is at its maximum especially in Winter as it is very steep and quite dangerous.
I understand that new builds are needed but PLEASE NOT HERE.

Representation Summary:

It is not considered that locating development within the
settlements within Bradford North East, on their own, will have a severe impact on the capacity, operation and safety of the SRN, and this will be identified through the transport evidence base being prepared by the Council / the individual assessment of the transport implications of the sites by the sites’ promoters.
However, the quantum of sites forms part of a wider cumulative impact within the Bradford North East Area and the rest of the development aspirations within the Plan could severely impact the SRN, and this cumulative impact will need to be established by the Council and considered by Highways England.

I am asking for confirmation that what is left of Idle Moor is identified as green space?

If this is the case, which is in the disgraceful ‘get rich quick’ plan for Bradford then why have we got builders falling over themselves to try build? This green space is used by in excess of 100 people daily.

You’ve just increased our council tax by the highest amount allowed yet you consistently shaft the taxpayer to fund the people who don’t pay anything into the system. People living in this area pay high taxes, they should not be treated with such low regard!

Representation Summary:

The Local Plan offers major opportunity to improve everyone’s health. About 75% of what drives healthy lives is determined by the conditions into which people are born, live and work. We have tried in our contribution to the development Plan consultation to lever change to protect people, the place and the planet and reduce the impact of previous harms.

It was disappointing that the Council launched such an important consultation at a time when people could not get together to discuss the issues. If the Covid pandemic has taught us anything it is that clean air, clean water and open spaces are our most valuable assets.

The plan needs to do no harm to people, places or the planet. We have concentrated our comments of how the plan impacts on our ward and how it can be focused to increase biodiversity and make more space for nature.

Retail
Support the designation of both Greengates and Five Lane Ends as District Centres and identification of the eight local centres. Would add to the approach taken to Idle as a local centre a small scale regeneration scheme to include the upgrading of the area adjacent to the central car park. A scheme should include additional space for entertainment, improvements to the car park and additional gardens.

A regeneration scheme for the Idle village should also include public realm improvements, support to the heritage buildings, a housing regeneration programme for heritage properties and restoration of cobbled surfaces of Walter Street, Louisa Street, Railway Road and Doctor Lane. The deficit in daytime use should be addressed by the implementation of Council Policy regarding the selling of food and support for former banking properties to become a mix of housing and ground floor office/retail as a strategy to increase daytime footfall.

Transport
Support for the extension of car parking at Apperley Bridge station, however the current visual impact is detrimental to the visual amenity of residents with a view across the Aire Valley. Measures to decrease the visual impact such as additional mature planting and low impact lighting should be included in any further scheme. The car park is not covered by CCTV which should be addressed. In conjunction with plans to redevelop Esholt as Employment Land access to the station should be created from the Avenue side.

Would like to see more emphasis on segregated cycle paths, the creation of additional safe walking routes to/ from Apperley Bridge station and improvements to the canal side for pedestrians.

Would like to see the creation of Green Bus shelters and living walls to remove carbon from the highway network with priority given to sites outside schools on major traffic routes.

Representation Summary:

Planning for Homes
Ward has seen significant population growth, removal of greenbelt and urban green space for housing over last 20 years. It has a significant role to play in the District’s future health which does not require the submission of further land to meet its housing need.

Would support use of any former industrial land for an additional extra care facility should such land become available. If not, no further land should be released for housing.

Sites NE4/H, NE8/H, NE10/H & NE11/H should be removed as allocations.

Support discounting of Thackley SUE (Ref: SS/007). It is adjacent to protected woodland and should be set aside as green space up to the edge of the existing settlement and proactively identified as land for re-wilding. Development would lead to adverse impacts on flood risk by increasing the flow of water towards the River Aire by replacing green fields/soil with hard standing.

Planning for Green Belt, Natural Landscape & Historic Character
Land to the north lies within Green Belt and Esholt Landscape Character Area. It is characterised by sloping woodland and pasture land. Support protection of the wooded inclines and seek to elevate the status/protection of ancient woodlands and historic man-made features such as dry-stone walls, ancient tracks (such as the one leading down to Buck Mill Bridge) and footpaths. No development should take place in these wooded areas unless it brings back into use former farm buildings or Buck Mill cottage. Would like a policy change to ensure protection of dry stone walls and ancient tracks.

Ward has two Quaker graveyards. One is in private ownership in Brown Woods. One is visible to the public and has recently undergone restoration as a Grade 2 listed structure. Must be protected in its landscaping particularly with the protection of surrounding dry-stone walls and open aspect.

Green Infrastructure, Ecology, Open Space & Flood Risk
Remaining pasture and floodplain pastures should not be developed. Would like to see remaining pasture-land and other important open spaces on higher land set aside for the development of local nature reserves/wildlife sites and identified as green spaces for re-wilding and implementation of sustainable draining systems.

Imperative that the Council seeks to increase/develop a number of these areas through the plan period. It is vital to improve natural infrastructure and biodiversity and key to slowing the flow of water to the River Aire and preventing flooding. Majority of sites identified within this plan are within Council ownership so this is achievable.

Have identified such sites in the ward - Idle Moor, sloping green spaces on incline down to the River Aire at Brackendale, 4 previously identified housing sites (NE4/H, NE8/H, NE10/H and NE11/H) & land identified in SUE Ref: SS/007.

Green Infrastructure, Ecology, Open Space & Flood Risk
Amend Fig. 5 to show Green Infrastructure (GI) Corridor boundary as being contiguous with edge of the existing settlements across the ward.

GI Corridor should also identify where significant links will be developed to create a county park linking to Leeds West Country Park, Rombalds Moor & Yorkshire Dales. Would see the creation of a large area not only capable of making a significant contribution to public health but also through its significant rail links bring the park within the reach of more people who could leave their cars at home.
