Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 981

Received: 08/03/2021

Respondent: Bradford District Ward Councillor (Labour)

Representation Summary:

Wyke Ward Councillors, Cllr's Watson, Ferriby & Warburton.
Mass Transit Hub & Odsal Park & Ride.

We feel that this will be of great benefit to the whole of Bradford South. currently between Bradford and Halifax Low Moor Station is the only station on the line. It has been identified as a hub for the proposed Mass Transit system to serve West Yorkshire, besides this we are working with partners to increase rail services from the station by looking at the Halifax to Hull service in addition to the existing services (Bradford -Huddersfield, Leeds to Manchester/chester & Bradford- Kings Cross via Grand Central). the opportunity to utilise the old Odsal tip for the Bradford South Park & Ride. this will support residents and business alike

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 3184

Received: 22/03/2021

Respondent: Mrs Marya Mahony

Representation Summary:

I object because there would be a loss of green space, road traffic will cause danger to walking residents, disabled and children. Lack of school provision, doctor surgeries actually no longer near to this area so an increased need for public and personal transport. The planned housing offers very little space for parking or walking on the planned estate so how are people expected to get to the already poor shopping and educational provision? There would be an increase of already high traffic pollution (on Tong Street). Ground pollution at danger level on proposed site. The already lack of amenities has been identified in the Council documentation and this will cause yet further distress. The fact that COVID has, and still is, very high in this area is we now know directly related to poor housing and local facilities. It is shameful that this Council refuses to support local needs.

Respondent: Mr Philip Sutcliffe

Representation Summary:

he green belt was set up to stop urban expansion. In the case of
Bradford, to stop it becoming part of Leeds. Bradford planning office
being completely undemocratic wishes to pour cement and tarmac all
over the green belt in Tong. The reason I say undemocratic is as
follows. ~There has not been one survey, or opinion poll taken in
Bradford, which agrees with Bradford councils views on building on
green belt. In fact approx 90 % of population of Bradford totally
disagree with Bradford councils housing and road plans. However, the council which claims
represents the people is acting like a fascist state.

Your new road and housing plans directly effect my Grade II house and
land. However, you have not had the decency to contact me over the
last 10 years. I doubt you care less about me than the environment and
the creatures that need it.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 15429

Received: 19/03/2021

Respondent: Highways England (Yorkshire & North East Team)

Representation Summary:

The area of Bradford South East is bisected by the M606 and includes M606 Junctions 2 and 3. It is stated that there is 37.15 hectares of employment land and 2,362 dwellings proposed within Bradford South East.
On their own, it is considered that some of the individual sites will have a severe impact on the capacity, operation and safety of the SRN, and this will be identified through the transport evidence base being prepared by the Council / the individual assessment of the transport implications of the sites by the sites’ promoters.
Furthermore, the quantum of sites forms part of a wider cumulative impact within the Bradford South East Area and the rest of the development aspirations within the Plan could severely impact the SRN, and this cumulative impact will need to be established by the Council and considered by Highways England.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 29642

Received: 24/03/2021

Respondent: Kirklees Metropolitan Council

Representation Summary:

• Community / Kirklees ward member / officer engagement: The council request that Kirklees Council officers, ward councillors and the community in the area close to the proposals (particularly Birstall and Birkenshaw / Cleckheaton wards) continue to be consulted as the proposals evolve to ensure any cross-boundary issues are fully considered.

• Education provision:
o The council is keen to review further evidence as it emerges relating to the impacts of the proposed development on education provision in Kirklees.

o Kirklees Council is keen to understand any air quality implications of the proposals on the Kirklees road network. An Air Quality Management Area in the southern area of Birkenshaw (Whitehall Road East/Bradford Road) should be considered when assessing air quality implications.
o The council is keen for walking and cycling links to be improved in this area especially where this links to Local Cycling and Walking Infrastructure Plans and where proposals could facilitate links to the existing/indicative Core Walking and Cycling networks set out in the Kirklees Local Plan.
