Representation Summary:

Those objectives that recognise the role of the City of Bradford and the towns along Airedale and Wharfedale as dynamic locations of choice for housing and economic growth, and which ensures that the requirements for housing are met in full are also supported.

Further objectives that support opportunities for leisure and recreation are important and are consistent with EMFL’s aspirations to enhance and improve facilities available at the East Morton Golf Course for members and the local community.

Representation Summary:

Section 2.13 outlines the Council’s strategic objectives, which will be used to ensure that the overall spatial vision for the District is achieved. It is noted that the second objective is to “ensure that the District’s requirements for housing, business and commerce are met in full in sustainable locations”. Given the clear remit from the Government that the 20 largest urban areas must provide a 35% uplift to the minimum housing requirement, and the Council’s decision to decline to do so, means that they will not be meeting the District’s housing requirements in full.

We welcome the inclusion of Strategic Objective 13 relating to how the Vision for Bradford District will be achieved through, amongst other things, safeguarding, enhancing and promoting the diverse historic built and natural heritage of the District which helps reinforce the local distinctiveness of places. We also welcome the reference under Strategic Objective 11 to improves cultural facilities and under Strategic Objective 12 to supporting the social, economic and physical regeneration of neighbourhoods.

Representation Summary:

Tourism makes an important contribution to the economy of the District. The Economic Strategy for Bradford District identifies tourism as one of the foundations for growth under the key opportunity area of Our Distinctive Offer, highlighting Brontë Country, Ilkley and the David Hockney Gallery as examples. The Strategic Objective for the economy should also include specific reference to the intention to realise the full potential which tourism can
make to the economy of the District.

Add the following additional Strategic Objective:
‘To maximise the contribution which cultural, arts and tourist assets, including the Districts rich built and archaeological heritage, can make to the economy of the area.’

Representation Summary:

There is insufficient reference to the water environment within the current objectives. Improving the status of the district’s watercourse and certainly preventing their further deterioration should be included within the Plan’s primary objectives and any opportunity to do so should also be considered in the Local Plan. The Plan should also identify measures, opportunities and/or projects to deliver such objectives.

Suggested changes:

Objective 1 - To recognise and fully exploit the role and transformational potential of the City of Bradford and the towns along Airedale and Wharfedale as dynamic locations of choice for housing and economic growth within the Leeds City Region. To fully exploit the potential environmental enhancements through this transformation.

Objective 4 - To significantly improve the quality of new development and ensure that new housing schemes create inclusive, accessible, distinctive and healthy places that incorporate green streets and spaces and make efficient use of resources. Including making development both energy and water efficient.

Objective 12 - To provide a clean, safe, secure, sustainable, attractive and accessible built and natural environment in order to reduce the fear of crime and disorder and foster a shared sense of civic pride and responsibility, supporting the social, economic, natural and physical regeneration of neighbourhoods across the District.

Objective 14 - To improve air and water quality and reduce the impact of climate change through mitigation and adaptation, particularly through reducing emissions, energy consumption, the risk of flooding, protecting and enhancing water resources and water quality and promoting the use of renewable and low carbon energy and securing the means to become locally self-sufficient

Objective 16 - Ensure that new development provides at least 10% biodiversity net-gain and safeguards and enhances the District's biodiversity and green/blue infrastructure assets through careful landscape, woodland and waterways/water environment management. In particular the South Pennine Moors and upland fringe.

Please note not all water bodies in the District are navigable, therefore only referring to waterways would exclude certain waterbodies from the scope of the objectives. Reference should be to the water environment as a whole or watercourses/rivers.
We would encourage the inclusion of the above amendments and possibly an additional objective focused around water environment being protected and enhanced.

e welcome the plan’s Strategic Objectives as set out at Section 2.13 which include a range of that includes a range of goals relating to the protection, enhancement and improvement of the District’s natural assets. Natural England advise that this approach could be made more robust by the inclusion of references to “restoration” where appropriate, and would also like to see these objectives being measured by specific targets.

Similarly, item 16 of the Strategic Objectives could be also strengthened as follows:
16. Ensure that new development provides a biodiversity net-gain, and safeguards, restores, and enhances the District’s biodiversity assets through careful landscape, woodland and waterways management. In particular the South Pennine Moors and upland fringe.
