Whilst the site is located outside of the boundary of the Saltaire World Heritage Site (WHS) buffer zone it is within an area where tall buildings could affect its setting.
Development on this site is unlikely to be built to a height that would be visible from the World Heritage Site, and thereby impact upon the Outstanding Universal Value of Saltaire. However, given that this is highlighted as a risk in the Saltaire World Heritage Site Management Plan (2014) it would be prudent to identify it as a development consideration in the Local Plan pro forma for this site.
Site KY35/H, add the following additional Development Consideration to the site pro forma:
‘Development must avoid impacting upon the outstanding Universal Value of the Saltaire World Heritage Site through affecting long distance views of the Site.’

Eastwood House in Victoria Park, a Grade II Listed Building, is located 150 metres west of the site. The development of this area could harm elements which contribute to the significance of this designated heritage asset. Whilst we welcome the inclusion of a reference to the proximity of this designated heritage asset as a Constraint in the sites pro forma, we consider that the third bullet point under the Development Considerations for this site should be amended to be worded more
positively. Whilst the park is undoubtedly part of the setting to Eastwood House it is not mentioned in the list description for this building. The pro forma for this site incorrectly refers to Grade II Listed Building north-west of the site as Victoria Park. This should be corrected so as to avoid any confusion.
a) Replace the third bullet point under the Development Considerations for this site with the following:
‘Consider the impact of development on the setting of the Grade II Eastwood House in Victoria Park and appropriately avoid/minimise any harm caused.’
b) Correct the references made in the site pro forma to the designated heritage asset north-west of the site from ‘Victoria Park’ to ‘Eastwood House in Victoria Park’

Whilst the park is undoubtedly part of the setting to Eastwood House it is not mentioned in the list description for this building. The pro forma for this site incorrectly refers to Grade II Listed Building north-west of the site as Victoria Park. This should be corrected so as to avoid any confusion. Whilst we welcome the inclusion of a reference to the proximity of this designated heritage asset as a Constraint in the sites pro forma, the first bullet point under the Development Considerations for this
site needs to be amended to correct the title of the heritage asset.
In addition, the Council should consider whether any of the buildings and structures on the site should be classified as nondesignated heritage assets and retained as part of its development.

The site is located entirely within the Devonshire Park and Cliffe Castle Conservation Area which is included on the Heritage at Risk Register. The development of this area could harm elements which contribute to the significance of the Conservation Area.
Before allocating this site for development:
(1) An assessment needs to be undertaken of the contribution which this site makes to those elements which contribute towards the significance of the Listed Buildings in its vicinity, and what impact the loss of this undeveloped site and its subsequent development might have upon their significance.
(2) If it is considered that the development of this site would harm elements which contribute to the significance of the Listed Buildings, then the measures by which that harm might be removed or reduced need to be effectively tied into the Plan.
(3) If, at the end of the process, it is concluded that the development would still be likely to harm elements which contribute to the significance of these Listed Buildings, then this site should not be allocated unless there are clear public benefits that outweigh the harm (as is
required by NPPF, Paragraph 195 or 196).

Views across the site towards Silsden from the canal towpath are identified as important in the Leeds Liverpool Canal Conservation Area Appraisal. The development of this area could harm elements which contribute to the significance of this designated heritage asset.

The site is opposite the Leeds Liverpool Canal Conservation Area. The development of this area could harm elements which contribute to the significance of this designated heritage asset. We welcome the inclusion of a reference to the proximity of these designated heritage assets as a Constraint in the sites pro forma, and that the Development Considerations highlight that consideration should be given to the retention and conversion of the existing buildings and that development should take account of potential impacts on the setting of the Conservation Area. This will alert potential developers of the need to take account of those elements which contribute to their significance, and ensure that they are not harmed by development proposals. The Council should consider whether any of the buildings and
structures on the site should be classified as non-designated heritage assets.

A number of the school buildings could be considered to be nondesignated heritage assets. We therefore welcome reference in the Development Considerations for this site that consideration should be given to the retention and conversion of the existing buildings.
