This site should not be allocated for development.
The site contains the Grade II listed Wheatley Grange Farm. The site is also close to the north-east boundary of Ben Rhydding Conservation Area. The development of this area could harm elements which contribute to the significance of these designated heritage assets.
The Heritage Impact Assessment for this site considered that development of the proposed site would result in a Major negative impact on the immediate setting of the listed buildings at Wheatley Grange Farm. A component of the significance of Wheatley Grange farm is that it remains in its unchanged agricultural use and setting.
The proposed site comprises a substantial part of the pastoral setting of the farm building and forms the backdrop to the farm buildings in views from the east and north. The open backdrop enables appreciation of the farm buildings in their agricultural setting, and longer distance views of the farm in its surroundings,
including up towards Ilkley Moor. The HIA concludes that
development of the proposed site would result in Less than substantial harm of an unacceptable level which is not capable of mitigation to achieve a less harmful impact on heritage significance.
Historic England would concur with this analysis, with the
assessment of the degree of harm that the development of this site would be likely to cause, and with the conclusion on the lack of appropriate mitigation measures.
The site enables us to better understand the different layers of history of the village, from its late medieval period, when Wheatley was a small rural village of which Wheatley Grange was part of, most likely related to the Grade II Listed Wheatley Hall. The Victorian terraces on Wheatley Lane (to the west of Wheatley Grange) are probably linked to the development of the village in this
period following the ‘discovery’ of the curative powers of the local spring water and the creation of the Ben Rhydding Hotel as an hydropathic facility which led to the village’s change of name. Development here would detract from the prominence and clarity of these elements.
Therefore, the loss of this area is considered likely to cause considerable harm the setting of Wheatley Grange Farm and Ben Rhydding Conservation Area. As such, its Allocation and eventual development would run contrary to the advice set out in the NPPF.

IL4/H - Stockheld Road

The site is located entirely within the Ilkley Conservation Area and close to the Old Bridge across the River Wharfe, a Scheduled Monument, to the north of the site. The development of this area could harm elements which contribute to the significance of these designated heritage assets.

(1) An assessment needs to be undertaken of the contribution which this site makes to those elements which contribute towards the significance of the Listed Buildings in its vicinity, and what impact the loss of this undeveloped site and its subsequent development might have upon their significance.
(2) If it is considered that the development of this site would harm elements which contribute to the significance of the Listed Buildings, then the measures by which that harm might be removed or reduced need to be effectively tied into the Plan.
(3) If, at the end of the process, it is concluded that the development would still be likely to harm elements which contribute to the significance of these Listed Buildings, then this site should not be allocated unless there are clear public benefits that outweigh the harm (as is
required by NPPF, Paragraph 195 or 196).

The site is located on the south side of Menston close to the Menston Conservation Area. The development of this area could harm elements which contribute to the significance of this designated heritage asset.
The Council has a statutory duty under the provisions of the Planning (Listed Buildings and Conservation Areas) Act, 1990 to pay “special attention” to “the desirability of preserving or enhancing the character or appearance” of its Conservation Areas.
The site proforma for this site makes no reference to the sites proximity to the Conservation Area, or to the need to ensure that those elements which contribute to the significance of this designated heritage asset are not harmed by development.
Site ME2/H: a) Add a reference to the sites proximity to
Menston Conservation Area under the Constraints and Opportunities section of the site pro forma.
b) Add the following additional Development Consideration to the site pro forma:
‘Consider the impact of development on the setting of the Menston Conservation Area and appropriately avoid/minimise any harm caused.’

CU2/H - Cullingworth Mill

The boundary of the Cullingworth Conservation Area is close to the sites north-west corner. There are also three Grade II Listed Buildings in close proximity to the site, including the Cullingworth War Memorial and Cullingworth Baptist Church. The site contains buildings associated with the former Cullingworth Mill.

Representation Summary:

Whilst the site is located outside of the boundary of the Saltaire World Heritage Site (WHS) buffer zone it is within an area where tall buildings could affect its setting. The development of this area could harm elements which contribute to the significance of the World Heritage Site.
Development on this site is unlikely to be built to a height that would be visible from the World Heritage Site, and thereby impact upon the Outstanding Universal Value of Saltaire. However, given that this is highlighted as a risk in the Saltaire World Heritage Site Management Plan (2014) it would be prudent to identify it as a development consideration in the Local Plan pro forma for this site.
Site HR2/H, add the following additional Development Consideration to the site pro forma:
‘Development must avoid impacting upon the Outstanding Universal Value of the Saltaire World Heritage Site through affecting long distance views of the Site.’
