We support the requirement in Criterion E.5 for all proposals for renewable and low carbon generation to include a full assessment of the environmental, economic and social impacts, including cumulative landscape and visual impacts. Given the character of the plan area, such proposals could harm elements which contribute to the distinctive character of the District.

Representation Summary:

Bradford is a major supplier of high-quality building stone.
Consequently, we welcome this Policy which will help to
ensure that a steady supply of building stone is available for
the repair of historic buildings in Bradford and elsewhere
and for new development in sensitive areas. We also
welcome the proposal to ensure that sandstone reserves are
used primarily for the supply of building stone and not for
use as aggregates.

management facilities will be permitted provided that, there is an identified need for the facility, and it can be

alongside planning applications where proposals will affect heritage assets

Representation Summary:

We support this Policy. We particularly welcome:
 Criterion B.3 - Where there are open spaces in the vicinity of development sites, then, instead of automatically requiring the provision of open space on the development itself, there may well be wider public benefits through the enhancement/restoration of existing open spaces. This is particularly the case where there is clear evidence that an existing open space is likely to be regularly used by the occupants of a new development.
 Criterion E - Where the Council will work with local communities to identify areas of Local Green Space and the protection that this Criterion provides for these spaces. The protection and enhancement of these areas will contribute to the delivery of that aspect of the Vision which relates to the creation of an attractive District and the protection and enhancement of its environmental assets.

Representation Summary:

Several of the District’s open spaces are either designated as heritage assets in their own right or contribute to the character or setting of Bradford’s historic buildings, structures or areas.
The second part of Criterion A, setting out the exceptional circumstances under which the loss of open space may be permitted, does not provide sufficient protection to the those spaces which contribute to the setting of heritage assets or to local character and distinctiveness.
Criterion A, add the following additional provision following on from point 3. ‘and,
4. In all cases, the loss will not result in harm
to a heritage asset, including its setting.’

Representation Summary:

We support this Policy which should help to ensure that
development within the District is of the highest standard
and that it is appropriate to its context. We particularly
welcome the references to:
 A holistic, collaborative approach to the design process
being adopted, putting the quality of the place first;
 Design being informed by a good understanding of the
site/area and its context;
 Working with local communities and key stakeholders;
 Taking opportunities to improve places, including
transforming areas which have the potential for change
and supporting the regeneration aspirations of the
District; and,
 The use of design review where appropriate.
