We strongly support the first priority of SP4 of the development of previously developed land. The current wording however excludes PDL outside existing developed areas. While we accept that PDL inside existing developed areas has a higher priority PDL in the Green Belt should not be excluded.

We are supportive of the general principles of Policy SP7 but disappointed that 4b) does not have a stronger commitment to the provision of EV charging points especially in new developments. We believe that developers should be required to install, except in exceptional circumstances, EV charging points in all new developments.

Previously Developed Land
We strongly support the targets to maximise the use of Previously Developed Land and minimise the development of greenfield sites, especially those in the Green Belt. Emphasis should be given to development of Previously Developed Land both inside and outside existing settlement boundaries.

We are particularly supportive of the aspirations of working more closely with Town and Parish Councils, particularly as 43% of the district’s electorate is represented by a local council. One way to achieve this would be to encourage and support the development of more Neighbourhood Plans for both parished and unparished areas.

We note in Policy SP1, 2 the reference to Neighbourhood Plans and we believe the wording needs clarification. We appreciate that not all parts of the district will develop Neighbourhood Plans and in the context the statement “where relevant” may be appropriate. Once a Neighbourhood Plan is made the policies become a part of the adopted Local Plan and it is recommended that this is clarified in this Policy.

We note the commitment to the involvement of Communities in Local Planning in para 3.2.7. We propose that Policy SP2 11 should be strengthened such that where a Neighbourhood Plan develops policies on design that these policies should be considered as the primary expression of local character, community and distinctiveness.

We note the reference in Policy SP11 to developer contributions in the Zone of Influence C of the S Penning Moors SP/SAC to develop additional natural greenspace and appropriate facilities to deflect pressure from moorland habitats. These contributions would be to address the long-term maintenance and management of that greenspace for areas in Zone C of the S Pennine Moors SPA zone of influence. As the majority of Zone C is parished it would appropriate that this is delivered through town and parish councils.
