We are generally supportive of the general principles expressed in Policy EC4 although there may be particular local considerations relevant to a specific Local Centre. These can be best expressed through a Neighbourhood Plan.

We are strongly supportive of expanding and improving the network of off-road inter-urban and -town cycle routes in particular the Great Northern Trail and the cycleway related to the Queensbury Tunnel.

We are generally supportive of the principles of Policy HO3 on Urban Housing but we believe there should be more clarity in the list of supported locations in A. We are unclear whether the reference to District Centres could be considered to include some Local Service Centres and Local Growth Centres or whether District Centres are purely within the urban city boundaries.

The Housing Mix needs for different areas of the district are vastly different. The wording of Policy HO4 fails to meet the challenge of producing something that is locally relevant for different parts of the district. This should be addressed by saying that where Neighbourhood Plans develop a policy in this area these would be deemed to define the Housing Mix need for their area.

In Policy HO5 E third bullet appears to an interpretation of para 64 of the NPPF but it is unclear and omits the reference to “specific groups”.

Policy EN2 refers to designated and undesignated Wildlife Habitat Networks. We propose that latter can be identified through a Neighbourhood Plan. While we support the principle of using a tool such as the DEFRA Biodiversity Metric we note that the current version considers the biodiversity of hedgerows and rivers to calculate the impact of linear features. This has the potential to underestimate the biodiversity of the district’s landscape because it does not consider dry stone walls which are key linear features for much of the district.

We are generally supportive of Policy EN4. In F there is a reference to non designated heritage assets. The identification and listing of these assets is commonly done through Neighbourhood Plans and this should be referenced in the policy.

We are generally supportive of Policy EN5. A key feature of the landscape character for large parts of the district are the dry stone walls and we propose that this should be specifically referenced in B.
