We are generally supportive of the principles of Policy HO3 on Urban Housing but we believe there should be more clarity in the list of supported locations in A. We are unclear whether the reference to District Centres could be considered to include some Local Service Centres and Local Growth Centres or whether District Centres are purely within the urban city boundaries.

The Housing Mix needs for different areas of the district are vastly different. The wording of Policy HO4 fails to meet the challenge of producing something that is locally relevant for different parts of the district. This should be addressed by saying that where Neighbourhood Plans develop a policy in this area these would be deemed to define the Housing Mix need for their area.

Policy EN2 refers to designated and undesignated Wildlife Habitat Networks. We propose that latter can be identified through a Neighbourhood Plan. While we support the principle of using a tool such as the DEFRA Biodiversity Metric we note that the current version considers the biodiversity of hedgerows and rivers to calculate the impact of linear features. This has the potential to underestimate the biodiversity of the district’s landscape because it does not consider dry stone walls which are key linear features for much of the district.
