We are generally supportive of Policy EN7 but have observed that a number of applications do not fully assess the Flood Risk at an early enough stage in the preparation of a development application. The assessment of Flood Risk and the development of mitigation strategies must be considered either at pre-application stage or as an integrated part of a development application.

We note the proposal for a new potential site In Wilsden adjacent to the existing Bank Top Quarry and our concerns relate to both this and the provisions of Policy 16 for Mineral Site restoration. The development of the new site should not be seen as a reason to delay the restoration of the original site once the existing workings are depleted.

We support the overall objectives of Policy CO1 to both maintain and enhance the provision of Open Space, Sport and Recreation facilities. The policy gives comprehensive details of how the Local Plan can audit and record existing provision but doesn’t give as much detail of how to ensure that this provision of Open Space, Sport and Recreation can evolve to meet the developing needs of their local communities. Policy SP16 refers to working with town and parish councils and for parts of the district where these are in place they are ideally positioned to effectively engage with all sectors of the community.

We support the overall objectives of Policy DS1 that development should aim to achieve good design appropriate to the local community. Where Neighbourhood Plans develop policies about design these should be considered as the primary expression of the local design character for their area. We would support a more fundamental review of policies in this area based around the Homes and Neighbourhoods Design Guide and potential changes to national guidance.
