SP2 (page 10) Under point 7 here you talk about the environmental resources and South Pennines – were Pennine Prospects a consultee (I can answer that, as a Director – No)? The issue for us in Keighley is access to this asset. This could be achieved by facilitating footpaths and rights of way along the natural routes out of Keighley – such as North Beck, which runs through my ward. You could also address the destruction of our cultural and industrial heritage at the same time.

SP3 (page 18) Great to see that you want to make Keighley “vibrant”. The points made on transport are unarguable. It is just access to it is poor when you are not in the town centre. Surely this needs to be addressed if we want investment in our housing stock to work, along the lines intended.
In terms of building design this has been a disappointment to me. The ideas of meeting places, entertainment venues and open spaces for relaxation and exercise is largely absent from new developments in my ward. Point 5 is just what we want to see – how about facilitating local groups who can help develop this?

SP 4 page 24 seems unarguable. I am taken with the aspect of enhancing water transport. Why not some more commercial development?

SP 5 identifies 2 areas in my ward. Obviously, we are attached to both, though Black Hill would be more acceptable. The problem overall is the declining use for agriculture, and I wonder if as an adjunct to the bad bits we should be looking at re-wilding projects in the undeveloped greenbelt.

SP 6 I was surprised not to see mention of digital connectivity, which is going to be essential for growth. The mention of our heritage and history was welcome, it would be nice to see it having meaning. The dilapidated state of, for example, North Street in Keighley rather gives a true indication as to what this means. I tend to ask “Why come to Keighley?” and it is difficult to answer. It could be a more positive response if we improved our cultural offer (arts etc.) made the countryside more accessible and improved our town centre experience – more variety on a new retail and entertainment sector.

SP 7 What determines the use of public transport is whether you can access it from home – at a reasonable price. At the moment in many areas of Keighley you need a car to get into town (bus prices are very high) and once in it, you stay in it. This bedevils all progress in getting people to leave their car behind. More bus subsidy and cross-ticketing needed.

SP 8 I feel that most of the development is aspirational, rather than necessarily deliverable. I would like to comment on “affordability” Bradford and Keighley are low price areas and in national terms affordability seems not much of a problem – since most are pretty cheap. I would like to see some concentration on quality and sustainability issues – insulation, heat pumps, solar panels – rather than an obsession with price.

SP 9 this addresses some of the issues I raised above (typical). I am delighted to see SUDS in here. This has been a disaster in my ward. Not quite literally. New developments are playing havoc with current surface and storm water drainage systems and getting this right is essential. This should be an essential item in any planning submission.

SP 10 for me this is potentially the most exciting element of the plan so far. Bradford and environs has an enormous amount of potential. I would make this the main sales pitch for the local plan.

SP 11 As noted above I was disappointed in the lack of consultation with Pennine Prospects – I have passed on the information to the Chief Executive. It should be mentioned that a substantial part of Bradford countryside is within the South Pennines Park. Its contribution to mitigating the effects of climate change are substantial and if treated with respect could be part of a developing tourism offer for our area.
