SW39/H - Bowman Road, Wibsey

The site is designated as playing fields, the access road is not adequate, the proximity of the school to the road and development is against council policy on air quality and emissions, the site provides much needed open space for the local community.
Following discussions with local residents there is also concern that there are significant underground streams in the field. There is also some doubt about whether or not there is a covenant on the site which precludes building on it

Summarised and merged from 2 separate submissions by Local Plan Team
1) it is a very comprehensive draft document which provides Wyke ward with a vision for the future.
The sites identified for housing are the most suitable and those on the rejected list are ones we agree with.
The majority of the sites are small to medium in size, mainly on brownfield or designated green field sites. The one exception is the site on Staithgate Lane, which has had a planning application determined.
The ward councillors are also working to add to the services on offer at Low Moor railway Station, with plans for the stage 2 car park (already with planning permission).
2) point 5.3.11. Low Moor & Wyke local Centres - We have concerns over diversification (too many take-aways) . It was thought that introducing policies EN5 & DS5 of the Core Strategy Development Plan documents and the Hot Foods Takeaways Supplementary Planning Document would support local centres across the district.
We do not want to see empty shops, however it is important to have vibrant centres throughout the day not just at evenings.

Mass Transit Hub & Odsal Park & Ride.
We feel that this will be of great benefit to the whole of Bradford South. currently between Bradford and Halifax Low Moor Station is the only station on the line. It has been identified as a hub for the proposed Mass Transit system to serve West Yorkshire, besides this we are working with partners to increase rail services from the station by looking at the Halifax to Hull service in addition to the existing services (Bradford -Huddersfield, Leeds to Manchester/chester & Bradford- Kings Cross via Grand Central). the opportunity to utilise the old Odsal tip for the Bradford South Park & Ride. this will support residents and business alike

SP1 I would particularly like to draw attention to the access to green spaces. The incorporation of open park areas is particularly poor in my part of Bradford district (Keighley). Within my ward there are no parks and the little signage to support use of the countryside. This is a marked contrast to other parts of the country where the housing developments were built with accompanying park and recreation areas, along with ribbon strips to facilitate access and cycle/footpath sections, free from motor vehicles.
I am concerned that developments in Keighley West – a very wet area – disturb the natural resilience of the land to soak up water and have so far provided poor drainage schemes. In addition, this water will eventually reaches the Worth and Aire rivers, worsening the flood risk downstream. We should only allow developments that hold the water more successfully on the land and do not facilitate rapid drainage to the rivers.
