I agree that there needs to be a policy on Transport and the Environment but this falls far short of what is required. The Council has declared a Climate EMERGENCY - the hint is in the words - and has signed up to the target of zero carbon emissions by 2038. If, as at 2, 'Transport projects must be able to ensure the quality of life of current and future generations through their construction, operation and maintenance' then every project must be carbon neutral, preferably without recourse to carbon offsetting but if offsetting is part of the calculation, the Council should be certain that the 'offsetting provider' is part of a voluntary certification scheme (VGS or VCS). 'Improving' outcomes for the environment is not enough - this is an emergency and the Council has an important part to play.
