Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 2389

Received: 19/03/2021

Respondent: Mrs Pam Croft

Representation Summary:

Over the past few years there have been many new dwellings built in Thornton yet the infrastructure has disappointingly remained the same.
There are not enough childcare/primary/secondary school places available. Doctors surgeries and dentist are struggling and people who have lived in Thornton for 5 or more years cannot register as a NHS patient.
Parking is already a big problem, especially on the main Thornton Road. This can only get worse with so many new dwellings being proposed. The facilities within Thornton do not cope with the number of people living here already.

I object because the Brontë Way runs along this site and it is therefore important to keep the fields as they are. Walking the Brontë Way will not appeal to so many if it leads through a housing estate.

Respondent: Mr Des Stow

Representation Summary:

I do not feel that building on yet more green space is the way forward when there are so many derelict buildings, mills and old houses that can be revitalised or converted to accomodation. I also feel that Thornton would loose yet more of it’s character no matter what the style of houses are proposed! Not to mention the further crowding of the area, it’s facilities and healthcare availability. The proposed area should be left as grazing or be converted to wildlife presevation whilst keeping the already well used walking areas and not built on for profit of others who do not live in this area!

The proposed location will impact on local wildlife and the views from the bronte walk way. The views make up the attraction of the walk these house will block the view of the valley. There are also natural springs along this hill and ground works will impact their flow and impact current housing.
Also text in conclusion states 50 houses, which is correct 150 or 50?

I strongly feel we should be preserving our green areas, not continually building on them. I moved to Thornton to enjoy the open, green spaces and not to see them built upon. The lack of schools is another issue, as currently there aren’t enough schools in the area to support new families.

Representation Summary:

Irreversible loss of green belt.
Site is very visible from almost everywhere so loss of natural landscape visual amenity.
Infills the green space from houses in the village up to the cemetery- ribbon development at its worst.
Detrimental to the Bronte heritage that the village has eg the adjacent Bronte Way footpath.
Detrimental to wildlife, flora and fauna.
Local services are already overstretched. Eg. Doctor, Schools etc.
Looking holistically, more peripheral development contributes to the decline of the inner city.
More suburban development results in more roads, more traffic, more vehicle movements, more pollution.
Other, more developable sites exist eg former Woolcombers site at Four Lane Ends. It has good transport links and is surrounded by infrastructure.
Thornton is in danger of becoming overwhelmed and of losing its distinct identity, this notion of suburban sprawl will help neither the village or the city,

I object against building 150 more houses in Thornton on our lovely fields on the Pennine Way we need some where to walk in this day and age. There us not enough infrastructure at the moment not enough schools dentists and doctors we can't get an appointment now let alone with another 150 homes. It's supposed to be a village not a town! Please think very carefully before you make a decision!!!

Representation Summary:

I love to go walking around Thornton. During lockdown, but also in normal times, it makes me feel better when I go walking in the fields and the surrounding countryside. One of my favourite walks is over the fields to the Ring o`Bells, then down towards the cemetery and along the path through the fields parallel with Thornton Road. The views across the valley are amazing - clear and unspoilt!
With the proposed development, the view would be ruined! It is also part of the Bronte culture path, which would also be ruined. I always see lots of people on this path, so it is popular and well loved! People do not want a view of the backs of houses. Green spaces are so important for all of us - please let`s not dig them all up !

Representation Summary:

Proposed site within a stone’s throw of the Bronte birthplace and is also an important part of the Bronte Stones walk-an internationally renowned route - It will have a detrimental impact on the views that people travel from all over the world to see. This site is also a protected village greenspace in the RUDP. There are clearly no exceptional circumstances to build on this site and at best is an ill thought out proposal which needs to be rejected. This is a greenbelt land, part of a semi rural village with great walks and views - do not ruin it.

I use the path to the cemetery at least twice a week and often bring visitors to Thornton along it when sharing the Bronte heritage the view is amazing and easily accessible walking from home this small area is a fantastic asset to Thornton and should not be destroyed by a housing development. I am also concerned that the peaceful nature of the cemetery would be disturbed for a long time by building work and then local residents
My other concern is more general I have noticed over the years that good schools are often increased in size because they are doing well and then decline because they loose the personal touch I fear the same thing can happen to an area like Thornton I am not against all development but there is a great danger of the things that make an area work can be lost by expansion

Representation Summary:

Too many houses planned here. There are popular and famous walks in this zone: The Bronte Way and The Bronte Stones Walk. They will be ruined and this will impact on visitors who will stay away - who wants to walk alongside a new housing estate? This will have a negative impact on the local economy (cafes, B&Bs, pubs, shops etc). Articles from the T&A and transcript from a BBC Bradford Radio provided. Radio Leeds had a feature including an interview with an American writer and Bronte fan who summed up with the words: 'Heritage is a finite resource'.

Respondent: Dr Katherine Smith

Representation Summary:

We object on the grounds of the planned number of houses, the location relative to Bronte Way and the use of Thornton's green space for this development. In addition the environmental impact, the need to consider sustainably built, locally resourced buildings in keeping with the surrounding Grade II listed buildings. We also have serious concerns about residents safety relating to access and increased road traffic, particularly around a primary school. The existing buildings mean that this cannot be made fit for purpose even with significant investment. We also feel that provision of resources directed at schooling, healthcare, local amenities and leisure must be considered at this stage as this is not currently fit for our current population and we will not be able to rely on other local areas, as they too have further housing planned.

Representation Summary:

This area holds particular historical and literary significance not just for this region but globally. The Bronte heritage is not only an area of natural beauty but also an attraction of cultural importance that Bradford should be preserving as a potential tourist and cultural attraction.
Building 150 houses here is economic and cultural vandalism. The Bronte Stones have been visited by at least 15,000 people from around. After covid, people will book local hotels, eat in local restaurants and enjoy the rich cultural heritage of the Bronte Stones route. Bradford has many brown field sites that could benefit from housing - so why allow the destruction of a key tourist cultural heritage attraction?
Furthermore, the village doesn't have service capacity to support such huge development. Where are the GP surgeries, schools, dentists, etc to support this?
Please reconsider this ill thought out destruction of the village and Bradford's cultural heritage.

- The site plays a pivotal role in our districts and actually the world’s literary and cultural history. It is also an important part of the Bronte Stones walk-an internationally renowned route created by Thornton resident and author Michael Stewart, which has been visited by 15,000 people so far.
- The Bronte Sisters are unquestionably the most critically acclaimed literary siblings to have ever graced the planet and they hailed from the Thornton district. We should be doing everything we can to preserve and celebrate their legacy not taint it with some ill thought out proposal as this site clearly represents.
- It is an important tourist attraction for a growing village centre and important to supporting our economy.

Representation Summary:

Quite apart from its extraordinary cultural significance (Bronte family), this site is an invaluable amenity that is frequently used by local residents who appreciate the breathtaking views and fresh air. It is essential to our mental and physical well-being. To build on it would be an act of social and cultural vandalism. As more housing stock is added to Thornton, there are real concerns among residents about the inadequacy of the existing infrastructure in terms of roads, schools, doctors and community centres. The council would do better to turn its attention to the ongoing problem of speeding drivers who continue to use the narrow country roads of Thornton as race tracks.

Representation Summary:

This is greenfield site, part of historic Bronte Way which is what makes Thornton attractive vibrant place to quote your own description Building 150 houses on this site within 7 km of the moors would have a devastating impact on wildlife as well as the existing local community. I have watched countless families take their daily walk along this path through lockdown from my attic window. Kestrels, curlews, magpies, crows circle the sky over the fields. The plan states that the path remains open, this neglects to take into account the difference between walking through a suburb and walking through fields from the edge of the city towards Denholme and Haworth.
We may need extra housing but please think again about how many and where they are best situated.
Thornton infrastructure is already under strain, you can’t ever get an appoIntment at the doctors, how do we fit more in?

Representation Summary:

Thornton is struggling to support the people already living here, the one GP Surgery and one Dentist Surgery are inadequate not to mention other amenities.
Traffic and car parking on Thornton Road is a nightmare already without added traffic from a new development.
Why the Council would consider building houses alongside the Bronte Way is beyond my comprehension, the walk is connected to the Brontes and Haworth and should surely be preserved as a valuable asset not ruined by housing development.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 4183

Received: 23/03/2021

Respondent: Mrs Sue Barker

Representation Summary:

There are beautiful views over the valley, we feel that this proposed development will compromise those views and will be out of character to the existing housing below the site.
We also feel that this development ,so close to the heart of the village, will detract from the beauty and history of Thornton. It will have a detrimental affect on the Bronte Way, and, the associated tourism which benefits businesses in the village.
Of equal concern is the increase in traffic that the houses will bring, noting that the vehicular access is near to the local primary school which is already on an accident black-spot route. Another large housing development on Thornton Rd has already been approved. Surely, it would be prudent to note the impact of that on the traffic, education and health infrastructure before agreeing further new housing.

Representation Summary:

The of the Bronte Way walk runs through the centre of the proposed building site, the walk starts in Cleckheaton through Thornton finishing in Lancashire, passing along the way the 3 Bronte stones ,one of each in Thornton Cemetary , Ogden and Haworth, all relating to the Bronte family, as mentioned by Michael Stewart in the 'Bronte Stones Project'.
The fields have many springs, where newts have been seen, also frequent sights of bats, owls and kestrals.
These green fields have been used to graze cattle for many many years, together with many paths also used historically
The point of access to the site is where parked cars have been written off due to vehicles coming down Thornton Rd, it is a very busy highway.
There appears to be some confusion on the plans regarding the number of houses planned 150 or 50
