Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation Summary:

Please note, until every square inch of brown space, and underused existing property within the area, has been developed I consider desecration of the green spaces we desperately need for our mental health and wellbeing to be completely wrong and immoral.

In addition the destruction of our heritage such as New Close Farm is patently wrong.

Can you assure me that no work on green spaces and heritage sites, will be commenced until all other areas have been suitably utilised? If not, why not

Representation Summary:

Some of the most polluted streets in the area (Bradford Council’s own data) are located in Shipley. Green spaces are the lungs of where I live and of where some of these ‘hot spots’ are located.

The proposed spaces are a valuable habitat to precious wildlife such as otters and kingfishers.

They provide leisure spaces and enable a healthy commuting/walking route to Bingley which avoids the polluted main road. A healthy walking option should not be compromised.

the Council’s plan would either force people to walk among the traffic or add to it by driving or using public transport, which is not good for people with health issues including asthma.

Mental health and physical well-being should be at the heart of planning. Sacrificing this to these damaging plans would be to the detriment of these.

Objection grounds:
Public health
Protection of leisure spaces
Protection of wildlife
Protection of heritage
Increasing pollution
Protection of watercourse
Protection of landscape
Protection of ancient fields
Right of way

-Support SH3/H which will assist in securing the objectives of the Shipley Local Area Strategy and provide the opportunity to contribute to the creation of sustainable communities through environmental, physical and social regeneration in the form of new housing.
-Sustainable site location, providing opportunity for local housing regeneration through the more efficient use of the site.
-Greenfield site - consists mainly of grass with a relatively low biodiversity yield.
-Opportunity to invest through residential development considered to outweigh any disbenefits in terms of loss of some of the greenfield land.
-Shipley and Saltaire are considered sustainable settlements for housing growth, with a range of facilities and amenities.
-Highly accessible by public transport. Two train stations (Saltaire & Shipley) with direct trains to Bradford Forster Square, Leeds, Ilkley, Skipton, Bingley and Keighley.
-High frequency bus services run from Kirkgate less than 100 metres directly south of the site.
-Connectivity to towns/cities will allow future residents access to excellent employment opportunities.

I’m attaching a recent article from the Craven Herald about the tree planting scheme currently undertaken at the Broughton estate near Skipton.

Nearly 30 years ago myself and my colleagues spent some time persuading council officers who had woods within their remit to work with us to increase the well below average tree coverage in Bradford. We called our scheme the Forest of Bradford. It was hard going but now I see it’s mentioned as part of Bradford’s biodiversity.

So now Bradford could do something really amazing in the Aire Valley and there is so much benefit from this. Particularly for SH5/H and SH6/H. The watercourses higher up at SH4/H and the existing flora and fauna would have to be taken into consideration.

Thank you for reading this and I sincerely hope you choose a sustainable future plan for Bradford.

Representation Summary:

Objection to the failure to allocate sites SH/044 and SH/048 for housing development.

It is requested that the Council consider sites SH/044 and SH/048 as one combined site for the purposes of the emerging plan.

It is considered that this combined site represents a logical rounding off of the settlement given its location between an existing school and residential development, would not lead to encroachment into the countryside, urban sprawl or the coalescence of settlements. As such, the land no longer serves a Green Belt purpose and should no longer be protected.

The site represents a far more logical housing site than site SH4/H, which does not relate as well to the settlement and would lead to encroachment into the countryside. Furthermore, the topography of the site is prohibitive with significant access issues.

The combined site SH/044 and SH/048 is not considered to be constrained and matters such as ecological impacts could be mitigated through future design proposals and the site represents a suitable and logical housing allocation.

The site is suitable, available and achievable and also includes previously developed land and is being promoted by a well respected local housebuilder and Bradford Council.

It is noted in the Council’s ‘Site Assessment and Rejected Background Paper’ that site SH/044 has been rejected on a single basis – access. This is incorrect as the Council have previously considered a pre-application enquiry (14/04390/PMJ) for this site for a development of 67 units. The Council’s highways officer stated, “it is considered that the proposal is generally acceptable and it is not anticipated that there will be any major highway issues arising from your proposals”. The indicative layout demonstrates that a suitable access can be achieved to serve SH/044 if it is brought forward in isolation and the Council have incorrectly dismissed the site.

Representation Summary:

Traffic and pollution: Branksome Grove and Branksome Drive just cannot take the extra traffic these houses would incur. The existing residents cars already have to park half off the road and the top of Branksome Grove is hard enough to negotiate even the pelican lights there. The air pollution is already at level 3 which is higher than the world health organisation recommend for residents health and would only increase more.
Flooding : After having been flooded twice ourselves, in 2015 the flood water was over a metre high in the property, it would be irresponsible to take away this land as it soaks up the top water and helps to alleviate the volume.
Wildlife : There is an abundance of wildlife living or using this land , weasels, deer, rabbits, foxes and herons and many species of birds nesting in the trees and hedges.
