5.6.10 BDMC have recognised that improvements to the road network need consideration. There is a need not only to mitigate local traffic management issues but also issues caused by frequent flooding along the Wharfe valley on both the A65 and A660.
There is no evidence that development needs or [5.16.11] transport needs are being met, only recognition that they are being considered. There are no transport plans which currently exist to address transport infrastructure issues at Burley-in-Wharfedale, or the Wharfe Valley.
5.16.32 It is not clear where any extra secondary school capacity will come from with increased housing development in the Wharfe Valley.

-Planning application to change use of The Hermit Pub to housing - objection.
-The pub serves as the only local venue where one can meet friends and celebrate or relax. It is over a mile to the next nearest pub and we are not getting any younger.
-The Hermit is a 400 year old pub.
-there is a plan to build 10 houses on the site. Burley Woodhead is a very old hamlet, would this not spoil the beautiful visual qualities of this peaceful place?
There are some old trees in the vicinity and at the back of the pub.

•This is another area where there is a growing issue that is exacerbated by planned housing developments in Burley, as well as throughout Wharfedale.
•Ilkley Grammar is close to, or at capacity, even before additional housing delivery. Yet in the Local Plan “The Council will continue work with key infrastructure providers and others including the Local Education Authority, Clinical Commissioning Group and utilities providers to determine the impacts of future growth and development on local infrastructure capacity and provision.”
•It is not clear where any extra secondary school capacity will come from with increased housing development in the Wharfe Valley.

•The strain on the existing village infrastructure would need to be addressed in great detail. In addition to the comments on transport and education (above) there is a real concern about the services such as the medical provision in the village to cope with proposed development of this scale. Grange Park Surgery was found to be 30% deficient in floor space to provide for existing patient population. The surgery has indicated that there is no possibility they can provide services to an additional number of patients without significantly increasing the size of the current building.

•Identification of Burley as a Local Growth Area when employment opportunities are very limited and transport infrastructure so poor
•Destruction of greenbelt land which is host to numerous species, in itself and in its knock-on effect on Sun Lane Nature Reserve
•Impact of development on local services, such as doctor and schools
•Preservation of the historic character of the village
•Lack of investment in facilities in and around the area

•Concerns about the excessive number of houses proposed for Burley in comparison to those for other communities in this area and the extensive release of Green Belt land.
•The 500 dwelling development at Sun Lane has now been approved – surely this, together with the Greenholme Mills development is a more than sufficient contribution to the overall housing target.
•The inclusion of a potential further development of 110 houses at BU2/H is unjustified.
•There are a number of inaccuracies as to the existing infrastructure and facilities available in Burley:
•‘Post Offices’ – it has one, part time, Post Office open 9 to 12.
•‘A Leisure Centre & Swimming Pool’ – this is incorrect, there is no leisure centre or swimming pool in Burley.
•‘the closest Secondary School is Ilkley’ – correct, but it is already oversubscribed. The next nearest secondary schools are in the Leeds District at Otley & Menston and they too are oversubscribed.
•‘Secondary (acute) healthcare is provided at Wharfedale Hospital approximately 6km away’ – This is incorrect. Wharfedale Hospital has only a limited range of facilities and no A&E department. The nearest is Airedale Hospital, some 16km away, and inaccessible by public transport.
