It is considered by CH2M that Highways England should support the aspirations of Policy SP1 which looks to presume in favour of sustainable development, underpinned by three objectives.

In broad terms, it is considered that Highways England should support the settlement hierarchy, as larger settlements tend to be more sustainable in nature with more transport hubs and increased network coverage.
Furthermore, Highways England should support the aspiration to improve public transport and active travel links between Local Service Centres and to the Regional City of Bradford, Principal Towns of Ilkley, Keighley and Bingley, the Regional City of Leeds, and the Principal Towns of Halifax and Skipton. However, these aspirations should be supported by a robust transport evidence base.

It is recommended that Highways England does not support the release of sites within the Green Belt as they are likely to be unsustainable in terms of their location and reliance on singleoccupancy private vehicle trips.

It is considered by CH2M that Highways England should support the aspirations of Policy SP7 as it looks to reduce the demand for travel through a variety of policy threads and policy mechanisms. Such a policy seeks to reduce the number of single-occupancy private vehicle trips across the Plan period, which in turn, would reduce the impact of the Plan at the SRN.

It is considered by CH2M that Highways England should support the aspirations of Policy SP8 – primarily Schedule 1 – which aims to locate the majority of new housing across the Plan period within Bradford, the Principal Towns and Local Growth Centres. It is considered by CH2M that these settlements tend to be more sustainable in nature with more transport hubs and increased network coverage.
Notwithstanding, these aspirations should be supported by a robust transport evidence base.

In broad terms, it is considered by CH2M that Highways England should support the overarching aspirations of Policy EC1 as it looks to locate employment development within established employment areas, in a hierarchical approach.
However, these aspirations should be supported by a robust transport evidence base. Furthermore, when each site emerges, it should be supported by the appropriate transport documentation, and where required an assessment of the impact at the SRN should
be undertaken on a basis agreed in advance with Highways England.

It is considered by CH2M that Highways England should support the aspirations of Policy TR1, as it aspires to deliver transport infrastructure and network improvements to support the quantum of development within the Local Plan. It is noted that M606 Junction
2 is referenced for improvements within the Policy, but further details will be needed to be provided to Highways England regarding this aspiration as the Plan emerges.
Furthermore, it is considered that the aspirations within Policy TR1 need to be aligned with the transport evidence base to ensure the most appropriate interventions are identified, as well as ensuring
that they have funding, timescales and implantation identified
