It is not considered that locating development within the settlements within Thornton, on their own, will have a severe impact on the capacity, operation and safety of the SRN, and this will be identified through the transport evidence base being prepared by the Council / the individual assessment of the transport implications
of the sites by the sites’ promoters.
However, the quantum of sites forms part of a wider cumulative impact within Thornton and the rest of the development aspirations within the Plan could severely impact the SRN, and this cumulative impact will need to be established by the Council and considered by
Highways England.

With regards to the delivery of infrastructure across the district over the course of the Plan period, it is considered by CH2M that the Local Plan is required to be nderpinned by a robust transport evidence which is linked to the Infrastructure Delivery Plan [IDP].
The IDP should clearly set out the transport infrastructure required to enable the Plan to emerge sustainably, reducing the number of single-occupancy vehicle trips produced by the quantum of development proposed. Furthermore, the identified infrastructure should also be costed, with the appropriate funding streams identified, as well as timescales identified for when the infrastructure is required to come online.
It is recommended that the Council works with Highways England regarding the emergence of sites in the vicinity of the SRN and/or with significant trip making potential both individually and cumulatively to ensure the SRN is not severely impacted in terms of its capacity, operation and safety.

It is considered by CH2M that the proposals within Policy ID2 need to be linked to the IDP, to ensure that the identified infrastructure is funded and can be delivered over the course of the Plan period. It is further considered that the approach to charging developers through the Community Infrastructure Levey Charging Schedule is
an appropriate mechanism.

In broad terms, it is considered by CH2M that Highways England should support the aspirations of Policy TR5 as it is recognised that the provision of car parking within the District is a driver of modal choice. Furthermore, the policy seeks to minimise motor vehicle parking within new developments, as well as actively managing down parking levels below the standards.
As such, it is considered by CH2M that such an approach would reduce the impact of the aspirations within the Plan on the SRN.
However, these policy aspirations need to be adhered to when new developments come forward.

In broad terms, it is considered that Highways England should support the provisions of Policy EN8, as it commits the Council to tackling air pollution and improving air quality throughout the District. As such, it is considered that Highways England should work proactively with the Council on the emerging CAZ, through the stated Supplementary Planning Document to ensure the aspirations of the CAZ do not impact upon the safe operation of the SRN.

In broad terms, it is considered that Highways England should support the provisions of Policy EN9, as it states that proposals for development must identify potential nuisance issues (including noise, vibration, odour, light and dust) arising from the nature of the proposal and address impacts on that development from existing
land uses.
Such policy will reduce the impact of development proposals at the SRN with regards to noise on the M606, and it is considered that Highways England should work with site promoters through the planning process to ensure that the aspirations of the policy are enacted.
