The re generation of the area is well overdue providing a range of tenures close to the city centre and retail offerings and provides a catalyst for further housing growth, namely re purposing of other buildings not identified in this plan. Infrastructure is in place from previous uses, utilising will maximise use of scarce resources. The high point feature whilst not currently asthetically pleasing, could provide a focus point incorporating enhancements to the broadband and digital connectivity of the area.
However further highways issues need addressing within the LEZ and improvements to connectivity electric or hybrid bus, pedestrian and cycle access to Forster Square station. Alternative fuel technology and localised heat networks might be possible.

Would second the constraints and opportunities vision that site presents an opportunity to self build, and satisfy a need for starter homes in Wharfedale. One of the major barriers to self build, is competing with established developers to purchase land and start up financing. Both issues could be addressed through council resources, note projects such as this have previously been completed in other areas of the district. Will help satisfy the target of 5% self build provision.

SI7/H - Hothfield Junior School, Norton Street

Object, but would support;- provided Swim start facility, class room, parking, green space is secured with CAT (namely Buildings facing onto Hothfield St) & existing buildings are converted to sheltered housing.
Note the playground adjacent to Norton St could be excavated for underground water storage(rain water harvesting) flood mitigation then car parking on completion. The surrounding residential properties (Barrett St., Skipton Rd etc) often suffer with flooding in cellars in winter months and after heavy rainfall. Poor drainage in area.
Solar panels could be incorporated into design and a shared heating system. Electric feed in to grid via unit on site.
Traffic; - Site should not impact on Elliott St/A6034, residents use Skipton Rd (as most school users do) lower traffic at peak times, close to town centre (encourage walking)
Sheltered housing will enable local elderly to downsize, provide disability access, whilst achieving target of 21 units possibly more.

SI5/HC - Keighley Road

Support providing the necessary common infrastructure needed for Silsden sites is provided in advance or parallel of development namely combined sewer up grading, electricity supply upgrading, highway improvements, improvement of footpath routes and bridge to access rail network.
Note outline application had £120, 000 contribution to bridge over A629.
Disappointing access arrangements do not fully address possibility of SI4/H coming forward or inclusion of a crossing point to access the Aldi store, interconnectivity with Belton Road and access to cycle routes and encourage walking to discourage use of private motor car.
Site is to incorporate a wetland habitat area which should be worked prior to or in parallel with development to ensure future residents can use on 1st occupation.

Summary
Question the role of growth centre designation, and key spatial priorities namely post 2015 Core Strategy, no significant jobs growth in these areas to support additional housing numbers.
Climate change, the Pandemic, need to reduce commuting and likely increased internet usage. will add further load on the existing poor infrastructure, for example no employment sites identified in Silsden, and only one in Steeton.
Airedale Hospital is main employer in the region, however the site is now constrained from major expansion due to recently built homes nearby. In addition I understand it is 48th on the list to be re-built due to the method of construction being outdated.

Summary
Question the role and identity of growth centres going forward beyond 2030 (plan to run to 2038) due to lack of supporting infrastructure, build out achieved to date, lack of jobs growth, lack of employment land. and need to reduce emmissions hence reduce commuting. Increased working from home will present additional infrastructure capacity needs which can more readily be provided within existing network capacity in Bradford and Keighley centres.

Given the research and track record within the district on health care, (e.g. critical health care) and production of health care equipment, suggest this sector is encouraged and developed. New hospitals would create jobs growth in construction in both central Bradford and the Aire Valley.
This would also support growth of the higher education sector, nursing training, tele medicine, cancer research etc

Summary
Support however the policy does not maximise the potential that the district could harvest from this. Example it is unlikely there will be sufficient power supply to sustain a complete step change to electric vehicles, Traditionally the logistics models focus on large economies of scale, large depots for HGV and Bus operators. Buses and refuse and local delivery vehicles are the higher polluters by the nature of their operation in addition to particulate emmissions on older engines. Local storage provision could be explored to minimise travel distances and time incurred by employees in the transport and services business sectors
Consideration of alternative fuels such as Hydrogen and the infrastructure to support should be explored (refer Aberdeen Council web pages)
