Representation ID: 2036

Received: 17/03/2021

Respondent: Mr Tom Bardsley-Ellis

Representation Summary:

- Green space is used by everyone local.
- Not everyone has a garden in the area.
- Is a valued place for children to play and exercise and a good place for dog walkers.
- Fights air pollution.
- Already has quite dense housing surrounding the green.
- Has a positive impact on mental health and wellbeing.
- Would only meet a small amount of housing quota while destroying valued green space.

Respondent: Ms Sue Easterbrook

Representation Summary:

Over the last year, local green space has become so much more important to us all, and this oasis of green in a very built up area is a crucial recreation space for the local community and anyone using the local area for example walking from Saltaire up to the main road as I do.

There are plenty of brownfield sites in the area that are much more suitable for housing. This area is much used by children and families - why take it from them?

Representation Summary:

This is a really great green space that it’s used by lots of people in the local area. This is also a safe route for a lot of children to get to Whycliffe school on Saltaire Rd and more housing here would definitely impact that with extra traffic brought to the area.

Representation Summary:

I grew up locally and fully remember the rat infested hen runs and the development of the area opposite Elliot Street.
The green space that was created was a massive improvement to the area. I am shocked that anyone would consider development here. It would destroy this open space. I strongly object to the proposal of building. It will cause traffic congestion on the entrance and egress roads Saltaire road, Bingley Bradford road and Kirkgate are already too busy. Families value this space for recreation, there is very little safe and open play space for children in the whole of Shipley. Why development what little there is.
Surely plenty of brown fields sites are available for housing development instead of using this green space. Please listen to the protestors and scrap your unreasonable plans.

Representation Summary:

This green space is well used by local people and children many of whom have very limited or no outdoor space in their homes. The area is surrounded by roads and is very polluted. Trees on this area help to reduce pollution and climate change. Local schools and doctors surgeries are already full. Local residents are desperate to keep their open spaces and research has shown that green space within urban areas help to improve wellbeing and good mental health. Childhood obesity can be reduced when children have a local safe space in which to play.

Respondent: Mrs Alison Hardy

Representation Summary:

Negative impact on natural environment and the wellbeing of residents mental health.
Valued open space, used by the whole community.
Many of the local residents do not have a garden so this space is invaluable.
It is a well used green space by a lot of local people for children to play, dog walking, sport.
More traffic would also mean an increase in air and noise pollution, speeding,
Used by many as a way to travel by foot to work etc to avoid traffic on the main roads.
The space is needed for recreation now, just as much as it was in the 1960's.
Building on this land is short sighted. Just because In Communities own the land, doesn't give them an automatic right to build on it. It should be accountable to the will of the people who really own it, i.e. the people of Shipley.

Respondent: Mrs Lisa Smith

Representation Summary:

The Local Plan SH3/H on Wycliffe Road should stay an open space for recreation not housing. Children play here and it's important to have local green spaces for them, otherwise they have nowhere to go that doesn't involve crossing busy roads. There are numerous types of wildlife that will lose their homes if this land is built on plus there are so few spaces like this in the area. Many people in the area do not have a garden or any space to walk on and Coronavirus has shown how important it is to have green space for mental and physical wellbeing. Without this wellbeing, pressure on services will build up and more people will become unwell as a result. It's vitally important that our area has these green spaces so that we can breathe.

Representation Summary:

*Loss of important communal green space in largely built up area.
*will affect general outlook /views - below & above the site
*diminish safe playspace
*Increase traffic volume to an already congested nearby road network - Saltaire Rd & Kirkgate Road
*should actually improve the site with seating, tree & shrub planting to benefit the immediate local community
*this could improve well being / health as opposed to reducing a safe recreational space
*council policy appears to endorse provision of more green space & gardens - not LESS !!

Representation ID: 2311

Received: 19/03/2021

Respondent: Mrs Alison Haigh

Representation Summary:

I feel strongly that this area should remain open space for recreation not housing. This space is safely accessible for children and families to enjoy. As identified in the plan the next nearest spaces are Roberts Park and Northcliffe which are each across main roads and so not accessible to unaccompanied children as an area for play.
A secondary concern is about the increase in traffic on Kirkgate (already seeing potential increase as properties are converted to flats/hmo) and Saltaire Road

Representation Summary:

This is a lovely green area much used by local residents and local children, especially in the summer months. From the top of the site there are amazing views of Salts Mill, a Heritage area. Losing any more green space around Shipley is a terrible idea. Schools are full and traffic is already bad around the Wycliffe flats area. We do not want any more congestion and we cannot afford to lose more green spaces. Our children and future generations deserve better. Please don't overcrowd and spoil our neighbourhood!

Respondent: Mr Nathan Tanswell

Representation Summary:

Wycliffe Road green space is one of very few green spaces in the area and has been used for recreation by the local community for many years. It is the only green space available in an area that mainly consist of flats and terraced housing and therefore is valuable. It is not suitable for development as housing on that basis.

Furthermore, the Shipley area is already very built up and suffers from excessibe car traffic and congestion and adding more housing will only make this worse.

This provides a green space within Shipley.
It is currently used as a football pitch and recreational area for young people.
Additional traffic from further development couldn't be handled by the road system.
The subsurface infrastructure (waste water etc.) couldn't handle additional load.

Representation ID: 2457

Received: 20/03/2021

Respondent: Julia Graham

Representation Summary:

The traffic is already very high in this area and proximity to the schools makes additional traffic hazardous and a very high pollution risk. There is no information about improving landscaping in the area and also green recreation places. This is essential considering the existing density of population in the area which is predominantly flats and terrace housing. Post-Covid plans should address these issues and therefore the plans are out-dated

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 2509

Received: 20/03/2021

Respondent: Mr Jim Flood

Representation Summary:

1. This is a central recreation area for hundreds of children and families living around it. There is nothing comparable within half a mile, either north (Roberts Park) or south (Northcliffe). Access to either also means crossing at least one main road, which puts them out of reach for unaccompanied children.

2. The main roads that run both above and below the site (Saltaire Road, Bingley/Bradford Road and to a lesser extent Kirkgate) are heavily congested. The area is therefore already affected by pollution from traffic fumes, and the proposed housing would suffer from and further add to this.

3. The surrounding minor road network is inadequate for this proposal. The roads are narrow and several are already closed to through traffic, indicating that considerable engineering investment would be needed, presumably at public expense.

-Site designed for use by residents of flats in 1960’s for outdoor recreation
-Valued open space (OS2 RUDP)
-LP worsens provision - removed the 1.38 hectares of Wycliffe Gardens open space from the map
and decreasing the amount of green space whilst stating in the Policy to increase it
-Impact on the views to the World Heritage Site and its buffer zone.
-Beneficial for maintaining & supporting the mental health & wellbeing of the local community.
-Bradford Council’s Early Years & Childcare Service (2009) “there are no safe play areas for children and young families.”
-Impact of air pollution
-Formally quarry site which was filled in with landfill in the 1960s – concerned about gasses.
-Personal impact on light into property and views
-Other uncontroversial sites in Shipley should be used
-Alternative sites suggested
-Use brownfield sites
-Site topography issue

Representation Summary:

An open, green space in an already densely populated area, it is vital that the Wycliffe Road site is preserved for recreation and the well-being of local people, especially those in the neighbouring flats. Though the site is officially designated as brownfield and not in the greenbelt, it's a good example of a recovering green corridor between the Bingley and Saltaire Roads.

There is already a high density of housing in the area
The road network is already under strain
I do not want green spaces to be developed.
Though this may have formerly been understood as a brownfield site, it is now certainly a greenfield site, with mature and extensive grass.
An improvement to this site would be to allow it to develop as part of a green corridor.

Representation Summary:

1. Housing density too great already. The area is overdeveloped.
2. Lack of infrastructure to support development.
3. Impact on access to amenity for existing residents I.e. schools, health centres
4. No environmental impact assessment - this is the wrong sort of development in the wrong place. Additional population equates to more traffic, more air pollution in an already over polluted area.
5. Loss of vital green informal recreational space and loss of visual amenity for immediate residents and wider community.
6. Impact on World Heritage Site buffer zone.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 2652

Received: 21/03/2021

Respondent: Ms Rachael Abbey

Representation Summary:

This is a well used community green space and it does not make sense to remove a popular space in order to accomodate just 3.5% of the housing quota in the area. We are already an area deprived of green space and the removal of it will only make this worse.
The Wycliffe green space is one of the few safe spaces for children and families to play, away from main roads, in the local vicinity. Crowgill park is not fit for that purpose, as half of it is a bowling green and the remainder is a skate park. These are not spaces which are appropriate for the current users of the Wycliffe Green Space.
In a time where we are facing an obesity crisis and are encouraging people to get outside more for physical and mental health reasons, removing a resource like this seems absurd.

Representation Summary:

This green space is vital to the children in this community. It is used constantly throughout the year. The health and well being of all the families living in this area should be a priority. This space has a massive impact on health, both mental and physical. I strongly object to this imeasurably important green space being taken away. The impact on the community will be devastating.
