The Plan sets out a range of policies to facilitate the delivery of new infrastructure, including provision for new strategic and sustainable transport facilities. These policies and proposals support the SEP.

The Plan’s support for the delivery of strategic transport infrastructure is also consistent with the SEP as it aims to capitalise on the opportunities presented by HS2 by linking communities and businesses within Bradford District to other areas in the City Region.

We welcome the references to Northern Powerhouse Rail (NPR) and Mass Transit in the Plan which is in line with the Leeds City Region Statement of Common Ground (SoCG) (March 2020) Matter 20.

We are encouraged that the Local Plan provides several policy hooks that dovetail well with the WY Transport Strategy and draft West Yorkshire Connectivity Infrastructure Plan.

Both the NPR and Mass Transit projects have the potential to meet the demands of growing capacity and increased connectivity so communities can better access jobs, education and other opportunities. We anticipate that both schemes can act as a catalyst to regenerate
and improve places along the route.

Absolute traffic reduction means that all new developments must be regarded as traffic-reducing interventions. In this context the demand reduction principles set out in policy SP7(1) are crucial, and must be rigorously implemented.

We welcome many of the policy approaches outlined in SP7. The supporting text (3.71 to 3.7 28) is much clearer than the following policy SP7 itself, in explaining what the plan aims to achieve and how to implement it. We suggest these components be moved into the policy itself.

SP7 should state clearly that cycling and walking will be prioritised over motorised transport. The wording “support the shift” is too vague.

The draft plan does not include meaningful detail from Bradford’s Local Cycling and Walking Infrastructure Plans or the Bradford Cycling Strategy.

Provisions should be made for the 1/4 of households who do not own a car and for whom cycling infrastructure and support is not within their grasp.

Alternative policy wording is put forward.

Policy support for sustainable travel needs to demonstrate a positive strategy by developing a cycle network across Bradford District, backed by an investment and delivery programme. Also, schemes for residential development by the private sector need to demonstrate something more than just providing battery chargers within dwellings.
Also, our experience is that the Council is not making use of opportunities to connect new housing schemes to cycle routes, such as the Great Northern Railway Trail. The importance of the National Cycle Network needs to be recognised within Bradford District. There are groups and organisations that can brief Council planning officers on the importance of active travel so that better understanding and connection is made so that new schemes reflect planning policy in practice.

Our group has been pioneering sustainable transport in Bradford District and had the privilege in the early 2000s of working in partnership with Bradford Council and Sustrans to develop the Great Northern Railway Trail. For some twenty years, we have promoted and safeguarded our vision to link Queensbury to Cullingworth using the former Great Northern Railway line for cycling and walking; we continue to do so. The Trail forms part of Route 69 of the National Cycle Network and forms part of Bradford Council’s District-wide cycle network.
We have been promoting sustainable transport long before politicians took serious note of the potential in an age of concern over climate change and environmental issues, such as loss of habitat and poor air quality.
The original aim of the Trail was linking Cullingworth to Queensbury, primarily to save the listed railway viaducts from demolition. Now that that has been achieved through the development of three miles of the Trail, opened to the public, our vision has widened to link the key settlements of Bradford, Halifax and Keighley in the same manner. This includes the Queensbury Tunnel, where a local group is campaigning to save this for cycling and walking.
Currently, we are in partnership with five town and parish councils in the Keighley area, supported by Bradford Council. We are supporting the campaign by the Queensbury Tunnel Society to save Queensbury Tunnel from being filled in because it includes a section of route forming part of our vision to use this tunnel for cycling and walking.

As far as transport and connectivity go, it is essential that Bradford has a strong pro bus policy with good bus priority and demand management. This is the only way to decongest Bradford and reduce pollution. It is also the best way to facilitate active travel. Walking and cycling will always be unattractive unless many car users for whom active travel is not suitable for all their trips switch to bus.

The Manningham Lane and Canal road proposals are not pro-bus and show that the current plan is not fit for purpose.
