Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 23061

Received: 23/03/2021

Respondent: K McGregor & M Lloyd

Representation Summary:

3.11.6 The HRA does not conclusively state that it is South Pennine Moors, rather than the North pennine Moors, that will suffer from the impact of development at Burley-in-Wharfedale, it merely states a ‘likelyhood’. Neither does the HRA exclude the possibility of functional links to the North Pennine Moors AONB. There is no consideration of a functional link between Burley-in-Wharfedale and the AONB, despite its proximity to the settlement. This needs consideration alongside the impact on the SPA/SAC, particularly given there is a river crossing regularly used by residents and visitors to reach the AONB for recreation.

Menston is roughly equidistant from the AONB and SPA/SAC, so similar considerations apply.

Representation ID: 23629

Respondent: Peter Bryson

Representation Summary:

Council has not properly considered the very special significance of two key protected areas. Plan has not correctly followed statutory requirement to select sites that do not interfere/influence the SAC/SPA/Ramsar sites.
Plan is almost ignoring the protection of the South Pennine Moors SPA/SAC and North Pennine Moors SPA/SAC, and the interaction between these zones and their associated foraging land and protective zones.
Have not properly consulted/co-ordinated with neighbouring local authorities (Harrogate & Craven). Craven’s housing plans for Skipton are putting pressure on the Moors and should have been considered in combination with Bradford’s plans.
Draft policy on mitigation of impacts on SAC/SPA is illegal. Commits taxpayers to long-term expenditure on mitigation measures. These would not be necessary if housing sites have been properly allocated.
Underdeveloped areas, furthest away from high protected sites, are where housing should go first. NPPF presumption of sustainable development does not apply in the vicinity of protected European sites.
