Representation Summary:

The infrastructure of Oakworth is already struggling to meet the demands of its population. Increasing the housing stock will only add to the current challenges. We have one shop; a Doctors surgery that is closed, a pharmacy that is open 5 days a week and a Village Hall . With no parking facilities to aid residents attending either the Village Hall or shop I don't see housing as being a priority for Oakworth. We have poor drainage systems and poor public transport Apart from the central area we are a rural community.

The village can not cope with this amount of housing! We have constant issues with burst water pipes etc
The primary school is full and I know of children that live in the village that can’t get a place! Traffic in the village is at an all time high. Oakworth does not need more houses.

Representation Summary:

When new houses are built they are usual bought by young couples with young children, the school can not take anymore children and there is no more room around the school to be built on. When the school is in operation no one from Larch Close and surrounding streets can get in or out also with the co-op open the street is too busy. If the houses are built on Sykes Lane OA2/H this will make a road through from Sykes Lane to Station Road, Planning permission was turned down a few years ago because of this.
When they built the new houses on Maple Grove/Privet Drive they found the sewerage and drains could not cope.
Also with the total of 95 houses been built each household will have 1 car or more all these extra cars will lead to heavy traffic and pollution through the village.

I am objecting to the planned new housing in Oakworth off Sykes Lane and Providence Lane. Oakworth to Colne Road already carries excess traffic with all of its attendant pollution and a total disregard of the 20 mph speed limits. Neither does Oakworth have the required infrastructure to sustain this housing expansion in my view. It is important to preserve its surrounding greenfields and wildlife which includes deer.

More and more developments are spoiling this village landscape and people’s way of life. Why shoehorn in to areas that are already bursting at the seams? Please just STOP.

Concerned regarding the impact on the infrastructure of the village - highways narrow, steep roads, school - already difficult for local children to secure a place, medical/ healthcare - small practice to meet needs of growing community, utilities - pressure on sewerage and drainage, particularly area off Sykes Lane. The village is already busy with traffic and parking difficulties. The access suggestions for OA2/H present further difficulties and potential safety concerns at both points. Potential traffic safety concerns leading onto main Keighley/Oakworth Road but worse still an emergency access suggestion via Victoria Road already difficult to negotiate as both a driver or pedestrian. The evidence that the village needs a further 95 dwellings is unclear. Both sites have green designations and these should be protected. More investment in developing the town of Keighley to enhance its character and attraction would be of benefit.

Vehemently oppose. Oakworth overdeveloped. New housing estates at Hareton Way & Council owned Fletcher/Worth Valley Court & construction currently at Branshaw Park/Ebor Mills. Heavy traffic and congestion through the village already. Will cause additional congestion/pollution and health concerns. Huge strain on local amenities. (Doctors and School) Primary school Headteacher recently sent out email about the amount of traffic generated by the school site and how it is overwhelmed/dangerous. Proposed site OA1/H is GREENBELT and has protected status. Categorically should not be developed on. Boarders conservation area which raises wildlife/environmental concerns, regarding the removal of key open and protected spaces-invaluable to mental health and well-being too. Site is a wildlife corridor for deer, bats owls. Access is next to children's play area- this is dangerous. Pasture Ave can't take construction vehicles and a further 60+ cars. Worth Valley Walk/KWVR and tourism negatively compromised-loss of character.

•Previous planning application refused on Green Belt grounds. Plan includes 115 homes to be built on Green Belt in the Worth Valley.
•NPPF requires local authorities to maximise use of brownfield sites before changing Green Belt.
•NPPF requires ‘exceptional circumstances’ before changing Green Belt.
•What has changed to allow the release of green belt land?
•No sufficient justification providing exceptional circumstances for releasing Green Belt.
•The local authority should demonstrate all other reasonable options for meeting development needs.
•Local authorities must identify housing need for each settlement –this has not been explored sufficiently to justify building on green belt in Haworth/Oakworth/Oxenhope.
•No account of infrastructure to support additional homes e.g. schools, doctors, road links, public transport, water, sewerage, electricity, internet etc.
•Importance of green space/access to countryside for physical and mental well-being. Eroding Green Belt impacts on available green space. Haworth/Oxenhope have been visited by thousands of people during lockdown.

•Building on Green Belt destroys greenfields forever and is against government’s policy on protecting the environment.
•Infrastrcuture cannot cope with anymore housing e.g. transport, drainage, schools, doctors –all oversubscribed.
•The more houses that are built the more houses are needed in the future. E.g. in the 1950s the average family was a mother, father and 2.4 children, meaning that for every 8 houses built a ninth was required. Today the average family is larger than in the 50s.
•The world’s population is growing – 4 billion (1970s), nearly 8 billion today, meaning in another 50 years it will be 16 billion – the planet cannot sustain this.
•Should be looking bringing down the birth-rate rather than building.
•Should be using brownfield sites, leave the greenfield sites to provide oxygen and stop suffocating the planet with short term decisions.

Object to the proposed building on green field sites or the green belt within Oakworth and as stated in the Draft Bradford District Local Plan. This is totally unacceptable.
The Plan shows no consideration for local residents. There is nothing in it to protect historic physical or natural features. Nothing to promote a clean environment and reduce air and noise pollution, nothing to enhance or promote tourism, nothing to protect boundaries and green spaces between villages, nothing to maintain and provide infrastructure for local residents, nothing to maintain a positive environment or improve natural habitats and nothing to decrease traffic flow. In fact just the opposite. Where ever you build in the Worth Valley traffic flows increase through these settlements with Lees and Cross Roads adversely affected as vehicles attempt to get to Keighley or Bradford on the road network which is all linked. As a result traffic issues are now causing untold problems for residents.

Following the proposal of ANOTHER 95 houses in Oakworth, the village is already past capacity, the local school is over flowing, the doctors surgery is now closed and doesn't look as if it will re-open, the narrow streets and roads are constantly congested. Oakworth is very quickly disappearing as a village and is being absorbed into Keighley. The proposed developments are on green belt land which is quickly being eaten up. The infrastructure is at bursting point.

Impact of housing development on this village is unthinkable.
Pressure on existing Infrastructure - especially the main highway and on the roads and streets which lead from it.
Lack of, off street parking, vehicles park on roadside causing the road to be narrower and extremely dangerous especially at school drop off/pick up times, early morning and evening, or when refuse trucks are stopping.
Emergency services struggle.
School is full to capacity Children go to other schools increasing traffic through the village. No possibility of expansion.
Avoiding people on pavements due to pandemic is dangerous having to go in-between parked cars.

Increased volume of traffic.

Site is Green Belt between Oakworth and Haworth - make development inconceivable

Our mental well-being would not be what it is without this wonderful green space, much appreciated natural environment.
Impact on bat population, birds flying around, the deer, let's not destroy their environment too.

I have looked at the planning consultation on Oakworth and wish to submit an objection.

-There is not enough room in Oakworth for more vehicles to come into the village.
- The doctor's surgery can't cope with the number of people already registered there.
- The primary school is full.
- Parking near both sites is virtually none existent.
- Getting through the village is a nightmare at the best of times and now with the restrictions in place as to stay at home it is a bit easier but once people can move about again it will get worse.

It is not considered that locating development within the settlements within Oakworth, on their own, will have a severe impact on the capacity, operation and safety of the SRN, and this will be identified through the transport evidence base being prepared by the Council / the individual assessment of the transport implications of the sites by the sites’ promoters.
However, the quantum of sites forms part of a wider cumulative impact within Oakworth and the rest of the development aspirations within the Plan could severely impact the SRN, and this cumulative impact will need to be established by the Council and considered by
Highways England.

Consultation
The current consultation is being held online only as we are currently in a covid19 lockdown period. This means many people are being disenfranchised from the process who don’t have online access or skills to use it. Normally such an important consultation would have face to face sessions in community spaces and libraries where people could view the plans the provide feedback.

The Conservative Group formally submitted a council motion to extend the consultation period after the Local Election period when community buildings and libraries will reopen so face to face consultation events could be held. However, despite support from both the Liberal Democrats and Green Party the Labour Councillors voted against giving residents any more consultation opportunities face to face.

The village suffers congestion particularly at peak times and the area close to the Co-op and Primary School cannot cope with the existing traffic let alone extra. The Primary school is full and there is no room for expansion on its site.

Green belt should not be considered for development as it is in contravention to Governments aims and objectives.
Local Authorities should maximise the use of brownfield sites before considering changes to Green Belt boundaries.
There are no exceptional circumstances to justify releasing sites from Green Belt protection. All other reasonable options to meet housing need should be considered.
Inadequate proposals have been presented with regards to upgrading local infrastructure to cope with proposed extra housing. and extra pressures on local services.
There is no clear vision to increase passenger capacity on local public transport. This is in contravention to the Governments Decarbonising Transport strategic priority.
No justification for the proposed housing numbers identified to warrant removal of areas of Green Belt.
