Representation Summary:

A large group of Grade II Listed Buildings associated with the former North Bierley Union Workhouse, then subsequently Thornton View Hospital, is located 200 metres to the north-east of the site.
We welcome the inclusion of a reference to the proximity of these designated heritage assets as a Constraint in the sites pro forma, and that the Development Considerations highlight that a sensitive design and layout will be required to avoid or minimise the impact of development on them. This will alert potential developers of the need to take account of those elements which contribute to their significance, and ensure that they are not harmed by development proposals.

Buildings in its vicinity, and what impact the loss of this undeveloped site and its subsequent development might have upon their significance.
(2) If it is considered that the development of this site would harm elements which contribute to the significance of the Listed Buildings, then the measures by which
that harm might be removed or reduced need to be effectively tied into the Plan.
(3) If, at the end of the process, it is concluded that the development would still be likely to harm elements which
contribute to the significance of these Listed Buildings, then this site should not be allocated unless there are clear public benefits that outweigh the harm (as is

Representation Summary:

The site is located south-east of a group of Grade II listed buildings concentrated around Highgate Road and New House Lane. The development of this area could harm elements which contribute to the significance of these designated heritage assets. The Heritage Impact Assessment concluded that, due to intervening buildings, the development of this site would result in no change to
the character and setting any designated heritage assets.
Historic England would concur with this analysis and with the assessment of the degree of harm that the development of this site would be likely to cause. Historic England would also endorse the mitigation measures which have been put forward in the Heritage Impact Assessment.

SW17/H - Briggella Mills, Little Horton Lane

Representation Summary:

Briggela Mill is a very impressive example of an intact integrated mill which, very unusually, has a five-storey block with a north-light roof. It provides a fine example of a largely complete textilemaufacturing complex. Historic England’s West Yorkshire’s Historic Textile Mills: District of Bradford - Buildings at Risk Assessment Report (2019) identifies the mill complex as having a High Relative Heritage Value. As such, the mill should be treated as a nondesignated heritage asset. Any development of this site should seek to retain and sensitively convert the mill buildings and other structures of interest. Historic England support the identification of Brigella Mills as a nondesignated heritage asset in the pro forma for this site, and the intention that development should be of a high quality and sensitive design which retains and enhances the heritage asset. We welcome the intention to undertake a Heritage Impact Assessment for this site.

There are several Listed Buildings to the north, east and south of the site. Whilst we welcome the inclusion of a reference to the proximity of designated heritage assets in the vicinity of as a Constraint in the sites pro forma, if allocated, the Plan should make it clear that development proposals for this area would need to ensure that those elements which contribute to the significance of this heritage asset are not harmed.
Site SW22/H, add the following additional Development Consideration to the site pro forma:
‘Development should conserve and, where possible, enhance those elements which contribute to the significance of heritage assets in the vicinity of the site.’
