Representation Summary:

Wapping Road School and School House, both Grade II Listed Buildings are adjacent to this site. Development of this area could harm elements which contribute to its significance. We welcome the inclusion of a reference to the proximity of these designated heritage assets as a Constraint in the sites pro forma, and that the Development Considerations highlight that sensitive
development could be achieved without harm to their setting. This will alert potential developers of the need to take account of those elements which contribute to their significance, and ensure that they are not harmed by development proposals

In order to demonstrate that the allocation of this area is not incompatible with the requirements of the NPPF, as part of the Evidence Base underpinning the Plan there needs to be an assessment of what contribution this area makes to those elements which contribute to the significance of these heritage assets and what effect development might have upon their significance.
Before allocating this site for
development:
(1) An assessment needs to be undertaken of the contribution which this site makes to those elements which contribute towards the significance of the Listed
Buildings, and what impact development might have upon their significance.
(2) If it is considered that the development of this site would harm elements which contribute to the significance of the Listed Buildings, then the measures by which
that harm might be removed or reduced need to be effectively tied into the Plan
(3) If, at the end of the process, it is
concluded that the development would
still be likely to harm elements which
contribute to the significance of the Listed
Buildings, then this site should not be
allocated unless there are clear public
benefits that outweigh the harm (as is
required by NPPF, Paragraph 195 or 196).

Representation Summary:

The site lies opposite Feversham Street First School, a Grade II* The
development of this area could harm elements which contribute to
the significance of this designated heritage asset.
National planning policy makes it clear that Grade II* Listed
Buildings are regarded as being in the category of designated
heritage assets of the highest significance where substantial harm
to their significance should be wholly exceptional.
Whilst we welcome the inclusion of a reference to the proximity to
this designated heritage asset as a Constraint in the sites pro forma,
if allocated, the Plan should make it clear that development
proposals for this area would need to ensure that those elements
which contribute to the significance of this heritage asset are not
harmed.
Site NE14/H, add the following additional
Development Consideration to the site
pro forma:
‘Development should conserve and, where
possible, enhance those elements which
contribute to the significance of the Grade
II* Listed Feversham Street First School.’

NE16/H - Kyme Mills - Napier Terrace - Moorside Lane

Representation Summary:

Kyme Mills is a distinctive and characterful mill which provides a fine example of a largely complete textile-maufacturing complex. Historic England’s West Yorkshire’s Historic Textile Mills: District of Bradford - Buildings at Risk Assessment Report (2019) identifies the
mill complex as having a High Relative Heritage Value. As such, the mill should be treated as a non-designated heritage asset. Anydevelopment of this site should seek to retain and sensitively convert the mill buildings and other structures of interest. Historic England support the identification of Kyme Mills as a nondesignated heritage asset in the pro forma for this site, and the intention that the conversion of these buildings for residential use
should be undertaken creatively and sensitively in recognition of their historic nature. We welcome the intention to undertake a Heritage Impact Assessment for this site.

SE33/E - Land to the East of Laisterdyke and South of Leeds Road

Representation Summary:

2-34 Mortimer Row, adjacent to the sites northern boundary, is a terrace of Grade II Listed Buildings. The development of this area could harm elements which contribute to the significance of this designated heritage asset.
We welcome the inclusion of a reference to the proximity of these designated heritage assets as a Constraint in the sites pro forma, and that the Development Considerations highlight that a buffer will be required to the north of the site in order to protect these assets. However, if allocated, the Plan should make it clear that development proposals for this area would need to ensure that
those elements which contribute to the significance of this heritage asset are not harmed.
Site SE33/E, add the following additional Development Consideration: ‘Development should conserve and, where possible, enhance those elements which
contribute to the significance of the Grade II Listed 2-34 Mortimer Row.’

Representation Summary:

The site contains the former Prospect Mill. The character of these buildings is currently compromised by, amongst other things, the use of security shutters over ground floor doors and windows and the poor state of the yard area. Consideration should also be given as to whether any of the buildings or structures should be classified
as non-designated heritage assets.
The sensitive conversion of these buildings as part of a residential led mixed use scheme as proposed provides an opportunity to enhance the significance of these characterful and distinctive buildings.
