Natural England notes that allocation BI/026 / BI5/H lies in very close proximity to Bingley South Bog Site of Special Scientific Interest (SSSI).
We welcome the reference in the plan to a site requirement for an ecological assessment to identify impacts on the SSSI but recommend that the allocation requirements should be clear that permission will only be given if impacts on the SSSI can be avoided or adequately mitigated for.

The site falls within the IRZs of South Pennine Moors SAC/Phase 2 SPA/SSSI and West Nidderdale, Barden & Blubberhouses Moors SSSI. Depending on the scale and type of employment development here, consultation with Natural England may be required as part of any planning application in order to ensure no adverse effects on the SAC/SPA/SSSIs. There is potential for significant green and blue infrastructure improvements and opportunities for biodiversity net gains.
Please note Natural England’s concerns regarding the potential impacts on the nearby waterbody / stream and wider water quality through run-off and other pollutants.

The site is situated approximately 200m from the Bingley South Bog SSSI. Further assessment of the likely risks relating to air pollution, discharges and water supply should be undertaken at the site level, and consultation with Natural England carried out if necessary. We recommend that site requirements identify this as a constraint and include requirements for habitats to be avoided, mitigated or adequately compensated for where appropriate.

We advise that consideration should be given to further inclusion of references to environmental restoration at bullet point 7 of paragraph 1.2.8, and at bullet point 1 of paragraph 1.2.9, as follows:
Protection and restoration of 1 special protection area, 4 SSSIs, 4 local nature reserves, 108 local wildlife sites and 16 local geographical sites.
Protecting and restoring our environmental resources and requiring new development to leave biodiversity in a measurably better state than beforehand, contribute towards mitigating impacts in some of our most valuable landscape and habitat areas and minimise impact on heritage assets.

2.13 Strategic Objectives

e welcome the plan’s Strategic Objectives as set out at Section 2.13 which include a range of that includes a range of goals relating to the protection, enhancement and improvement of the District’s natural assets. Natural England advise that this approach could be made more robust by the inclusion of references to “restoration” where appropriate, and would also like to see these objectives being measured by specific targets.
Similarly, item 16 of the Strategic Objectives could be also strengthened as follows:
16. Ensure that new development provides a biodiversity net-gain, and safeguards, restores, and enhances the District’s biodiversity assets through careful landscape, woodland and waterways management. In particular the South Pennine Moors and upland fringe.
