There are access issues that would need addressing with a careful highway design. There is no pedestrian crossing across Halifax Road to get to the opposite side of Cross Roads where facilities such as the primary school and shops are located so any development would need to take this into account. The site is steep so drainage issues would need to be dealt with so water does not run from the site onto Halifax Road. It is a greenfield site so any development would need to be carefully designed to ensure adequate screening and green spaces are kept.

From the plans it is not clear whether access is via Cliff St or Hebden Road. Neither provide easy access as Cliff St is very steep and can be narrowed by parked vehicles and Hebden Road is a busy main road with difficult lines of site.

There has been a planning application ongoing since 2018 with the main issue being the difficult access to the site. Ivy Bank Lane is an unadopted single track road and the site is at a lower level than the lane. There are also ownership issues over some of the access routes. So far despite a number of planning applications none have proceeded. This site is in the Haworth Conservation Area so any development would have to be carefully designed. It also runs alongside the KWVR heritage railway so any impact on the visual impact would need special consideration.

Oakworth

Both sites in Oakworth are Green Belt and development would be completely unsuitable. There is no demand for extra housing demonstrated for Oakworth in the Local Plan and no exceptional circumstances demonstrated for releasing green belt land.

The village suffers congestion particularly at peak times and the area close to the Co-op and Primary School cannot cope with the existing traffic let alone extra. The Primary school is full and there is no room for expansion on its site.

This is a green belt site with extensive sloping views across to Haworth. It would increasingly lead to Oakworth moving closer to Haworth and joining up the two villages. The green belt should act as a buffer to prevent this. Any development would be very obvious from Haworth and destroy the landscape.

The access to the site is along an already congested road with many parked cars. The site has an abundance of wildlife including deer. Any development would be particularly detrimental to the wildlife and environment.
The infrastructure in the village cannot cope with extra housing as it is already congested with the school full and access to the main shop at the Co-op difficult to park outside. The Doctors surgery is small and currently closed and there are no dental services.

This is a green belt site that acts as a buffer between Oakworth and Keighley. If this is developed Oakworth is no longer a single village. The access off Keighley Road would require major engineering due to approximately a 2m drop to the site. The major engineering work would be visible across the valley and destroy the landscape. Keighley Road is a very busy road that struggles with congestion so having extra traffic trying to turn onto it would cause congestion.

There is also an emergency access mentioned in the plan via Maple Avenue and Victoria Road but this road past the Co-op and coming out opposite the primary school is severely congested. Parked cars make it single track, and at the start and end of school it can be very difficult to drive along. The route along this road from the site would also involve private land that access has not been granted across.

The site may also have stability issues due to mining activity.

OX1/H - Crossfield Road

This site is in the green belt and there are no exceptional circumstances demonstrated to why it needs to be developed. The site has surface water flooding and would need extensive work to deal with the flooding. It would impact on the visual amenity and landscape of the village from the South Pennine Moors.

The access onto Moorhouse Lane is at a difficult junction with limited visibility that would need to be taken account of.
