The site is opposite the Little Germany Conservation Area and there are a number of Listed Buildings in the vicinity. The development of this area could harm elements which contribute to the significance of these designated heritage assets.
The site is currently allocated for development within the Bradford City Centre Area Action Plan (AAP), adopted in ecember 2017. The principle of allocating this site, for the nature and scale of development set out in the APP, has therefore been recently established as part of the Local Development Plan for Bradford District.
In order to safeguard these heritage assets, we would expect the Local Plan requirements for this site relating to the conservation and enhancement of the historic environment to, as a minimum, reflect those set out in the AAP. Consequently, we welcome that the Development Considerations and Constraints & Opportunities
identified for this site in the Draft Local Plan reflect those in the AAP.
However, if there have been any significant changes to the sites circumstances since its allocation in the AAP that we are not aware of, or the development proposed is significantly different (e.g. in terms of land use, density, scale, developable area etc.), the Council should undertake a Heritage Impact Assessment of the site as part of the Evidence Base to the emerging Local Plan.

The site adjoins the boundary of the Goitside Conservation Area which is included on the Heritage at Risk register. The development of this area could harm elements which contribute to the significance of this designated heritage asset. The principle of allocating this site, for development set out in the APP, has therefore been recently established as part of the Local Plan for.
We would expect the Local Plan requirements for this site relating to the conservation and enhancement of the historic environment to, as a minimum, reflect those set out in the AAP. Consequently, we welcome that the Development Considerations and Constraints & Opportunities identified for this site in the Draft Local Plan reflect those in the AAP. The site located between the City Centre and Cathedral Precinct Conservation Areas. The south-west corner of the site is within the City Centre Conservation Area. The site is also opposite a number of Grade II Listed Buildings, including the Midland Hotel. The development of this area could harm elements which contribute to
the significance of these designated heritage assets.
The site is currently allocated for development within the Bradford City Centre Area Action Plan (AAP), adopted in December 2017. Site CC16/H, add the following additional Constraints and Opportunities/Development Consideration to the site pro forma: ‘The corners of the site will require strong built features to address prominent vistas.’ and ‘The buildings on the southern side of Holdsworth Street are Grade II Listed and they also form the northern edge of the
Cathedral Precinct Conservation Area.’ and ‘Proposals for the development of the southern end of the site will need to ensure that they relate sensitively to the character and setting of the adjacent Listed Buildings and the Cathedral Precinct Conservation Area.’

The site contains a number of other distinctive non-designated warehouse buildings. The development of this area could harm elements which contribute to the significance of these designated
heritage assets. We welcome the inclusion of a reference to the designated heritage assets in the Constraint and Opportunities section of the sites pro forma, and that the Development Considerations highlight that the existing buildings should be retained and converted, with development responding sensitively to the surrounding historic context and safeguarding the character and setting of the Listed Building and the Conservation Area. This will alert potential developers of the need to take account of those elements which contribute to their significance, and ensure that they are not harmed by development proposals.
