Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Respondent: Mrs Rachel Noble

Representation Summary:

My family regularly use this green space. Recently when it snowed we sledged down the hill. My son has friends who live in properties bordering this green space and they play here together. Roberts Park and other local parks are getting increasingly busy as more people travel to them from outside the area. This green space needs to be kept so there is a safe place for children to play, away from the busy main roads that run either side.

Representation Summary:

This is a green space that is well used by children and adults for recreation and exercise. It is quiet and convenient and clean and is a great amenity for the local residents. Building on this land would ruin the relative peace of the neighbourhood and cause increased traffic congestion on both Kirkgate and Saltaire Road which are the only rtoutes out of the area. these roads are already overcrowded. In addition, there is no need for more housing in the area. There are plenty - in fact more than enough - houses and flats of various sizes, kinds and prices in the area and more accommodation is not needed. Houses and flats for sale and rent abound. Were more needed then convert the run-down properties all along Saltaire Road. Don't ruin green, open spaces.

Representation Summary:

I feel that the greenfield developments proposed for Shipley are problematic. Where these developments abut areas of (relative) socio-economic deprivation, like SH3/H, they deprive residents in an already intensively developed area of beneficial green spaces, and threaten to worsen already-shocking levels of air pollution (it's all very well reducing school traffic, but it's less helpful when small children have to walk to school through choking, harmful road fumes). In greenbelt areas, they would disrupt already-frail green corridors and cause unpredictable - but irreparable - harm to wild habitats.

You may not be aware that Shipley and the surrounding area is regularly featured in The Guardian newspaper's widely-read Country Diary. These developments would jeopardise this kind of positive press for an otherwise unappreciated part of the world - and could in fact attract negative publicity.

This safe open space is essential for mental and physical well-being of the local community who have little to no other outdoor space nearby and has been well used for decades as a community green.

Is there mining underneath? Would housing cause subsidence into unknown workings and danger to existing and new property and life?

-important for health and wellbeing
-air quality in the area is already particularly poor, and describing our limited green space to add in more housing and traffic will only make it worse.

We support the Shipley Local Area Strategy and the proposed allocation of Wycliffe Road, Shipley for housing. We believe that the site will provide the opportunity for high quality and sustainable homes for the local area, with easy access to an array of essential and non-essential amenities, alongside excellent public transport connectivity.

The site is available now, and is within a single ownership, offers a suitable location for development, is free from physical constraints and is therefore considered deliverable within 5 years. Our client is a willing developer, who are committed to delivering this housing site for the benefit of the community.

This is public open space in an area dominated by densely populated flats so adding more dwellings would only limit public access to valuable open space further. The sight line from top of Wycliffe across to Salts Mill would be impeded, not possible to get such a clear view of the village from this perspective elsewhere.

Representation Summary:

This site is one of very few green spaces for Shipley community, this space is not only used by residents but by the wider community for play, health and wellbeing, including school children from nearby, as a walking route to avoid congested road and poor air quality. This should not be built on before brownfield sites in Bradford are exhausted. This site could be enhanced to provide higher quality habitat and improve local air quality and should remain as a greenspace for people and wildlife in such an urban area.

I have used the green space for many years for exercise, on my walk to school, sunbathing and sledging. It has been a big part of my childhood and has carried through to adulthood where I still use the space. The community use this space - children from Wycliffe school and from Cliffe House Nursery using the space to play and explore the space after school. This is an area that is deprived of green space, taking this away would

This is valued green space, contravening outcome 4 of the health and well-being strategy. It fails to account for the environmental impacts of developing on this land and the carbon footprint. There are many brownfield sites that can be developed and unused retail spaces. The density and topography of the ground is also not suitable.

Representation Summary:

My reasons for objecting to the proposal to build on this green are;

The space provides a vital local resource for the community for walking and exercise, as well as dog walking. It is used by local families as a rare safe space to play away from the nearby main road. I have taught my children to ride their bicycles here for example. It provides a space for games and recreation, such as picnics. It is an important green counterbalance to the excessive and noisy traffic along Bingley Road and its pollution. The space contributes not only to the physical wellbeing, but the mental health and emotional wellbeing of those who use it, and those who pass by. There is a paucity of green space nearby and the history and utility this green space provides must be protected for now, and for future generations.

Representation Summary:

The council should concentrate on maximising the delivery of brownfield sites and not plan to build on highly valued local green space. This site is well used by local people living in the nearby terraces and flats, for sport, running, walking and by children of all ages. It is a safe space to play for many since children can access it without crossing local main roads. It is an important green lung, with recently planted trees, which help to absorb pollution and noise from the main roads. If built on there would be an increase in traffic as many households are likely to be car owners and potentially more congestion on local roads. There needs to be an increase in open space for recreation in the Shipley area.

Site: SH3/H - Wycliffe Gardens

The deeds for Land Registry parcel WYK706967 (land on the South Eastern side of Wycliffe Gardens; land on the Eastern side of Wycliffe Road and land on the Eastern side of Thompson Street, Shipley) contain restrictive covenants related to the disposal of the land for non-exempt means. These non-exempt reasons include but are not limited to "A disposal ... where the land is to be used as a public open space, woodland, play area, tree belt, recreation area..... or facility where it is to be used for any community benefit;".
No non exempt reason is given for the building of private homes unless the homes are to be Social Housing.

Given the shortage of public benefit green space in the wycliffe area when compared to other regions of Bradford it would seem prudent to retain the land "to be used for community benefit".

Representation Summary:

Given the recent study that showed more deprived areas in Bradford have reduced accessed to green space and also that this plan identifies this area of Shipley as being one of the more deprived areas of Shipley, has the Council considered the mental health and wellbeing ramifications for the existing residents of this area if they develop this green space? (Many of the neighbouring residents have small or nor gardens) This is particularly detrimental given the messaging from the Council encouraging residents to stay local and use their neighbourhood green spaces. Furthermore, the views of Salts Mill and the Saltaire World Heritage site from this green space are unique to the local area. Developing this space would destroy those views and damage the local character of the area. I would recommend the Council should be supporting this as the local, community green space that it is already being utilised as.

Representation Summary:

The loss of green open space within this densely populated neighourhood would be tragic. This site is used every day by school children and parents from nearby Wycliffe Primary, which has very little green open space. We use this route to and from school twice a day monday-friday and greatly value the open space, which contrasts starkly with the busy roads to the upper and lower aspects. If anything, this site should be developed in its offer of natural capital, providing a resource for the wellbeing of local communities in an area characterised by heavy traffic and busy roads. The people that live in this area need access to these open spaces.

Why not use some “brown” sites that need redeveloping, to help look smarter, and bring more economy to a run down area.
Also, a much higher number of cars will be on an already heavily congested road.

Representation Summary:

I believe the value of this land, maintained as an open green space for the community, outweighs the “predicted” positive effects of development anticipated by the DLP2021.

In an area already relatively deprived of green space and hemmed in by busy roads and steep slopes, such a space is arguably all the more important, for the mental and physical health of all, and for the overall quality of our natural environment.

As I understand the situation, based on a number of previously published documents (e.g. Air Quality ASR 2020, Open Space Needs and Demand Assessment 2020, Joint Strategic Needs Assessment 2019, District Plan 2016-2020), Bradford Council supports the promotion and improvement of health, wellbeing, sport/recreation opportunities, and clean air for its residents. Indeed, the Draft Local Plan itself speaks of seeking to “protect and enhance green spaces” and the proposed development is all the more concerning for this apparent contradiction.

Dear Sir or Madam

I object to the planning for building on Wycliffe Gardens, my children grew up there and spent many happy days in all seasons on the top of Wycliffe Hill. That area is an Asset of community value.

Building on that land would be devasting to the children and families that live on Wycliffe gardens and others around it. That land was purposely left bare for the residents to use now and in the future.

After this extraordinary year, the children and families need that space more than ever, it has amenity value. Wycliffe Garden flats was built for families, therefore, they need and depend on that open space as their garden.

I also own a private day nursery, my children are taken there for freedom to play in a large space. This land is valuable to the community in more ways than one.

Representation Summary:

1. This is valued open space used by the whole community and is of particular importance as houses nearby either do not have gardens or just have very small yards. It is especially suitable for young children.
2. PHE state: “Prioritise improving access to greenspace and creating greener communities especially in areas of deprivation or where there is poor or unequal access, as an important part of the wider plan to reduce health inequalities locally.“
3. SH3/H also contravenes part of Bradford’s Joint Health and Wellbeing Strategy 2018-2023, which states that “People [should] have access to green space and children [should] have safe places to play outdoors.”
4. On the Council’s own admission, there is already a deficit of greenspace in Shipley, and the priorities should be consistent with its own policies and guidance from PHE by not allowing more greenspace to be built on.

•Important for health and well-being. There is a 63% shortfall of open space in Shipley.
•Removing this site would reduce the amount of green space. Shipley has a moderate priority to increase green space.
•Government and local policy show spaces like this is supposed to be protected.
•The site should be recognised formally as Amenity Green Space.
•The Council should be developing or acquiring brownfield sites for housing.
•My objection is supported by Core Strategy policy EN1. The SLA describes the site as greenfield –recreation open space. The site would zoned OS2 – Recreation Open Space. The Local Plan para 3.1.9 places considerable importance on promoting and improving health and well-being with its policies seeking to protect and enhance green spaces.

-Local children and families use this area regularly, lots who have small or no gardens.
-I walk my dog on there everyday and so do many residents.
-It has been used by members of our elderly community for exercise, particularly during this pandemic.
-We need to protect this green space as it was built in the 1960s for the purpose of recreation.
-It helps to protect us from local air pollution as we are situated between two very busy roads.
