Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 3947

Received: 23/03/2021

Respondent: Mrs Jane Pretty

Representation Summary:

In summary therefore the development of this site for residential purposes is not considered to be a suitable, available or deliverable option on the grounds of land ownership, access, housing need and Green Belt considerations and I strongly object to the proposals for any residential development on the site. There is a restriction on title constraining the subject site to use as grazing land, there is no viable access solution and the site meets 3 of the 5 Green Belt criteria with no exceptional circumstances for Green Belt release.

There is a restriction on title contains the subject site to use as grazing land and there is no viable access solution and the site meets 3 of the 5 Green belt criteria with no exceptional circumstances for Green belt release. Having lived at Scalebor Square for 18 years it has become more congested with traffic. Young children enjoy playing out and riding their bikes and with the substantial increase in traffic, this would cause huge problems. I strongly disagree with the proposed development.

As a local resident on the Scalebor estate I am entirely opposed to the development of greenbelt land when brownfield sites in the local vicinity are not being considered first. Access through Ron Lawton Crescent would be a disaster - as traffic is already excessive - particularly when there are sports fixtures at Scalebor at the weekends.

As a local resident on the Scalebor Estate it would be highly detrimental to the quality of life living here, as mentioned above an area whereby children play out, increased traffic flow would only result sadly in an accident. There aren't the amenities in Burley to support this increase in people/cars, a strain on all services - doctors, public transport, schools.

Representation Summary:

Application of an ill fitting all ready out of date Southern centric policy that has been weighted towards middle class housing.
Requires huge investment in Schools, Doctors, roads, drainage, parking, public transport, refuse collection etc.
Leaves the City and small towns to decay.
Reduces the main sanctuary for exercise and wellbeing (specifically after the last twelve months) together with the destruction of wildlife and increase in pollution.
Indicates a lack of environmental and green policy owed to its rate payers and new generations.
The only beneficiary will be Leeds for its jobs and hospitality.
The City loses and the Country side loses.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 4233

Received: 23/03/2021

Respondent: Burley Bridge Association

Representation Summary:

The building of the existing Scalebor estate was permitted within greenbelt land on the basis that it was previously the site of an NHS hospital. The edges of this were not allowed to be breached and these must now be preserved; there is no merit in housing sprawling into precious greenbelt land here. The roads on the estate are used by children playing; those nearby are not capable of taking on more traffic, or even of supplying proper access to the proposed housing. The top road (which runs alongside the moor) is very narrow, bendy and dangerous. Moor Lane is narrow and leads to the chicane under the railway bridge which is also dangerous when people are impatient.

The recent refusal for the application to build on Scalebor Park Farm was very welcome. The same reasons to decline apply here. I strongly object to this proposal.

Representation Summary:

This development is very car dependent already and more housing will substantially add to traffic on Station Road. Station Road has poor walking facilities (very narrow footways on one side of the road) so cannot easily accommodate additional footfall. The existing development sits ill with the character of the village being very urban in character and has no local facilities.

Representation Summary:

As a long standing local resident, I object very strongly to the initial proposal for a housing development plan/allocation for Scalebor House site BU2/H. Further incursion in to our invaluable Green Belt is unthinkable. Our wildlife, nature and ecological areas should be , must be , retained wherever possible for the generations of Burley families of the future. Additional traffic entering Moor Lane would cause much extra stress on our narrow lanes, both to the moors and to the village.
Local infrastructure, ..surgeries, schools and amenities are already over -subscribed .

Representation ID: 4374

Respondent: Bradford District Ward Councillor (Conservative)

Representation Summary:

I object to this development:
• it is located within the green belt
• access to the location is via a narrow lane
• the alternative route will direct traffic through Ron Lawton Court, which is part of the separate Scalebor housing estate
• there is a covenant in force on the land restricting its use to that of grazing purposes only, without the consent of all Scalebor residents
• it would constitute over-development, having in mind the 500 houses that are part of the Sun Lane housing development
• the local road and rail infrastructure is already full to capacity and unable to cope with the present pressures placed upon it, even before the Sun Lane housing development begins, and this development would further exacerbate this impractical situation
• Similarly, the local education and health provision is also at full capacity and will be overwhelmed by this housing development.

As a local resident on the Scalebor estate the increase in traffic due to building such a large number of houses would cause considerable danger to pedestrians and most importantly children on such a narrow road. This road was never designed to be so busy.

Representation Summary:

As a resident of Burley in Wharfedale for almost 50 years I have seen many developments in our village, but these two new large projects in Sun Lane and Scalebor Park House field are encroaching onto our precious green belt areas of outstanding natural beauty.
Our victorian sewage system, road network, and secondary school provisions are totally inadequate for these two large developments and these issues must be resolved before consideration is given any further large housing plans.

As a local resident on the Scalebor estate, I purchased my property in November 2020 and feel that such a development would significantly compromise the safety of my 3 children 'playing out' from a road traffic perspective. This is why we moved here.

There is no viable access solution either.

Additionally:

As a local resident on Southfield Road we would be overlooked by this development.

The site is on a North facing steep slope and would be prone to flash flooding and winter icing.

Local flora and fauna would be displaced.

Green belt land that once lost is lost forever. We
need to consider the impact not just today but for future lives. The impact on the wildlife, increased pollution levels, the infrastructure that is already struggling with its existing residents, which has a secondary school bursting at the seems and no forthcoming solution.

Respondent: Mr Matthew Lear

Representation Summary:

I object strongly to the proposal of any residential development on the site. Title restriction constrains use as grazing land. The site meets 3 of the 5 Green Belt criteria, with no exceptional circumstances for Green Belt release. There is no viable access to the proposed development and access via RLC is not safe. The majority of homes on RLC have 2 cars meaning it's a single carriageway. RLC is a quiet residential road with children regularly playing. Current pot hole damage to William Fison Ride is severe. This road is not adequate for current traffic. During sport on Scalebor playing field, parked cars fill WFR and JGW causing major traffic problems. Scalebor Park Close provides pedestrian access, it would no longer be a safe route (in particular walking to school) as there is no pavement along RLC to get to SPC.

Representation Summary:

The development of this site for residential purposes is not considered to be a suitable, available or deliverable option on the grounds of land ownership, access, housing need and Green Belt considerations and I strongly object to the proposals for any residential development on the site. There is a very recent (2001) restriction on title constraining the subject site to use as grazing land in favour of all 185 owners on the Scalebor Estate, there is no viable access solution and the site meets 3 of the 5 Green Belt criteria with no exceptional circumstances for Green Belt release.
As a local resident on the Scalebor estate whose house is adjacent to where access would be proposed the idea is nonsensical. Ron Lawton Crescent is already virtually impassable often due to parking issues. Further housing using this same access would lead to enormous loss of amenity and huge safety concerns.

Representation Summary:

This is a worrying example of further desecration of pristine green belt land. Aside for the obvious general objections regarding destroying natural environments and habitats ( deer, bats and owls as examples are seen there) and the short and long term effects this will have on wildlife, the ecosystem and climate change, this area cannot support such a massive development. The local road is already dangerous, producing an unhealthy mix of numerous cars using a narrow road, and many young children walking to local schools on narrow adjacent pavements. Pollution will increase. The roads into Scalebor cannot sensibly accommodate hundreds more car journeys per day. Sight lines are poor for the proposed entrance. There is already congestion in the mornings at the rail station and Langford Lane at peak times when schools are opening. Trains are already overcrowded so residents use cars. This Is a dangerous and damaging proposal.
