4.0 Vision and Objectives for Baildon by 2040 Comment

4.1Baildon Neighbourhood Plan spans a 15-year period, from 2026 to 2040. This section describes our Vision for 2040, and the six key objectives we propose to deliver that Vision, each of which is described in detail in the following sections, together with the relevant policy. Baildon Neighbourhood Plan will sit alongside Bradford District Local Plan and must not conflict with this. The time span selected for NP aims to fit closely to the emerging Bradford Local Plan 2026, although it is not yet clear what Bradford’s Plan end date will be. Also, given the long process to prepare our Plan (over four years) it makes sense for it to cover a reasonable time period, hence 2026-2040.

4.2The Draft Baildon Neighbourhood Plan (Baildon NP) Vision is:

Baildon is an unusual place. Stretching from the River Aire in the south, up to Baildon Moor in the north, Baildon is built on a steep hill, rising to 925 feet at the ‘trig’ point. This has many consequences for everyday life, especially transport. Baildon is fortunate to be surrounded on 3 sides by open countryside offering outstanding quality of life to those who make it their home.

Baildon Neighbourhood Plan Vision 2040

Our vision is to ensure that Baildon retains its semi-rural character, and conserves its many historical features, whilst allowing the community and economy to thrive.

Baildon’s setting must be preserved by maintaining the green belt designation in those areas which form the outer boundary of Baildon.

Historic Baildon should be conserved for future generations, with good design of new additions.

Baildon’s community infrastructure and green space will be protected or enhancedin every neighbourhood.

Getting around will be easy due to all the options available through improved transport in every mode, whilst reducing carbon emissions.

With first classdigital and physical connectivity, Baildon will maintain its own vibrant local economy as well as contributing to economic activity elsewhere.

Baildon Neighbourhood Plan Objectives

4.3Using our Vision and the Issues raised a set of Objectives to structure the Baildon NP has been formulated as follows:

NEIGHBOURHOOD PLAN OBJECTIVES

Objective 1 - Housing

To meet local housing needs by providing housing that is of the right type, size, location and tenure, incorporating high quality design that reflects the character of the area.

Objective 2 - Transport

To enhance and improve access for all by safe, attractive and inclusive walking and cycling routes and enhanced and connected bus and train services to reduce reliance on cars.

Objective 3 – Environment and Countryside

To protect and enhance countryside, local green spaces and the natural environment.

Objective 4 - Heritage

To protect and enhance the Baildon’s built environment by conserving designated and non-designated heritage assets and ensure any new buildings are well designed.

Objective 5 – Community and Recreation

To protect and enhance local community services, sports and recreation.

Objective 6 - Economy

To support a thriving village centre and local economy.
