Very difficult access without huge amounts of money spent on new road infrastructure, then you still have an issue with the single lane canal bridge.
I'm unsure why and who in Bradford Council has even considered this site when accessible brownfield sites are available.

I object to the proposed development at Carr Bank, KY15/H, on the grounds that it is on

1 Green Belt land, against protecting local farmland and preserving our natural world

2 The boundary of the build indicates that housing will come very close to my property albeit separated by the beck.

3. The outlook from my house overlooks lots of wild life, including, bats, hedgehogs, wood peckers, and lots of little nesting hedgerow birds which will be greatly disturbed by the proposed build.

4. The impact of increased traffic especially using the canal bridge on Swine Lane, which is already showing strain, and the increase of heavy duty commercial HGV's on a single lane will add to the increase of CO2 against maintaining clean air,

5 This coupled with the proposed incinerator will have a negative impact on the health of the local community and contribute to climate change

This proposal is on a greenfield site - there must be brownfield sites that can be utilised instead of destroying the countryside.

Your own study shows that it will have a moderate impact. Again, this should not be a last resort and there’s no evidence that you’ve considered brownfield sites or stated the exceptional circumstances why you want to build houses within the green belt.

There are no local facilities which encourages driving, which in turn creates pollution. The nearest primary school is already full so where will the extra children be schooled - there isn’t even a high school close by.

It doesn’t make sense to build more houses at this location.

This area is green belt. Footpaths and open environment are valuable leisure assets. This land links to open access moorland via old paths and tracks which have archaeological sites in the vicinity. The old path that marks the top boundary of the existing development will become squeezed between houses affecting amenity and wildlife and destroying the boundary with the green belt.

Trees will be affected.

139 houses will bring an estimate of at least 150 additional vehicles using already limited access to / exit from existing development.

Traffic created by this development would increase vehicles exiting on a bend close to a traffic controlled single file canal bridge.

Environmental and social services in the area are already under stress with sewage a particular issue.

This land is Green Belt. Understand that policy is to use brownfield sites in preference to greenfield ones.
The site is very wet and sharply graded. Neither factor is impossible to overcome but groundworks required may make the site relatively unattractive to private developers.

132kV circuit across the site would need to relocated/removed. It is little used as there is rarely any corona discharge detected. Presumed that the Scheduled Monument is related to the Bradford Aqueduct, which is clearly not removable and may pose other physical restrictions on use of the site.

Concerned about increased traffic on Thorneycroft Road, and some of the sight angles of the intended extension roads, and junction with Carr Lane/Swine Lane. Additional traffic would fall on Thorneycroft Road, which is already restricted in width with some traffic management features. Such a level of additional traffic would change the character of the estate.

1. Traffic increases on Thorneycroft Road during construction phase and from the 139 new dwellings proposed for KY15/H. This is an ‘estate road’ with several pinch points, and is already used for much on-street parking, further “narrowing” it. So unsuitable for access to the proposed site. Saxilby Road feeds into Thorneycroft Road so is not an “alternative”.

2. There would need to be a much improved junction where Thorneycroft Road meets Swine Lane/Carr Bank/Carr Lane, especially if more housing is built on Carr Bank too.

3. Increased pressure on local primary schools from this large number of family homes proposed.

4. Loss of Greenbelt land (which can never be replaced), and increased flood risk issues with replacement of permeable fields by impermeable built surfaces, adding to speed of discharge to Canal and River Aire. Significant flood problems currently occur on Waterside Fold during major storms.

Wildlife in the specific area KY15/H includes Bats, Owls, Woodpeckers & Jays nesting in this immediate area. Also Buzzards and other large birds of prey are often seen hunting in the areas.

Increased Traffic on the feed roads - already congested and several accidents / near misses due to parking of residents. Saxilby road is already difficult with out another 200 houses adding in. Public transport does NOT serve this area well, therefore significant increase traffic is likely.

Schools East Morton are always over prescribed, this proposed development means the school boundaries will change devaluing a significant amount of houses on Waterside Fold.

Regular flooding of the area, huge public concern during the recent cold weather - see Drainage dept. for details.

Residents use the foot path and enjoy the Open Spaces and countryside view as do my family, our privacy will be lost by the over looking development.

Object to 'change of boundary' perhaps to favour a under subscribed Keighley school catchment area and its detrimental impact and devaluation of the current East Morton Waterside Fold estate. Residents have made life changing choices, decisions, huge investments and family homes based on its current East Morton / Bingley school catchment.

• destroying green belt (GB) due to the limits of other sites. Use areas made redundant re Covid.

• The government says GB should only be used in exceptional situations.

• These areas are amenities for now and the future. Plus a source of income and food.

• Runoff water from Rumbles Moor have flooded streets to the South of the site turning footpath into stream.

• Some gardens and have been flooded. Water ingress.

• Building will stop more water being absorbed causing more runoff. Climate change will probably affect.

• Mature trees are a feature.

• The Site supports a wide range of birds animals and including Wood mice, Voles, Toads and frogs, Bats, Tawny owls, Swifts, plus flies, in decline

• Access will disrupt residential streets & create danger for children and elderly.

The area off Carr Bank is Green belt and building will be detrimental to the local area effecting wildlife/nature. We regularly see bats, woodpeckers, hedgehogs and pheasants plus many more wildlife in these fields.
The area is wrongly identified as Riddlesden when it is actually East Morton. The area feeds into the local school in East Morton which is over subscribed, as is the local secondary school Bingley Grammar.
The houses below have some issues with flooding from excess water running off the fields, building more houses will make this problem even worse.
The present estate has a high number of cars going through it. Traffic would increase hugely if further houses were built increasing the risk of serious accidents and the risk to children.
On a personal note the houses will impact on our privacy allowing new household to overlook our garden and inside our home.

The local primary school, East Morton, is over subscribed. Additional housing would only exacerbate the situation.

There is a lack of public transport to the village & at peak times the bus is full of Bingley Grammar students going into Keighley meaning that residents of the village are unable to access the service.

The Waterside Fold estate has recently suffered from drainage problems which has caused significant access issues during the freezing conditions. I'm aware that in recent years, inadequate drainage has meant that several houses on the estate have been flooded when water has run off the farmers fields & the current drains were overwhelmed.

There are plenty of brown zones that could be redeveloped into housing without the need to build on greenbelt land.

• No good reason identified for building on these sites.
• Building on Green Belt can only be done in exceptional circumstances –these are not identified.
• Plenty of brownfield sites that can be developed without ruining green space.
• Area critical to wildlife/wellbeing. With Covid lockdowns the need for spaces for exercise is obvious.
• Is it money orientated? Destroy greenspaces to make it look as rubbish as Bradford.
• Council does not care for our area.
• This is a wonderful town with problems which we’re trying to fix. We have a great community. Greenspaces are loved/used considerably. We have litter pickers, toad patrollers, people who look out for the countryside/neighbourhoods. Council doesn’t care about our community, green spaces or what we want.
• Council is contravening the Green Belt planning laws.
• Look at the alternatives, people who live here/love this area, the people who need green spaces.
• Only giving until 24th March smacks of manipulation.

The area has severe drainage problems with many underground water courses and springs. The area has had flooding problems since 2008. Currently (as at 7th March 2021) Bradford Council Drainage officers (for the second time) are assisting the adjoining Swine Lane residents to try and mitigate these ongoing flooding issues but they feel that little can be done against the sloping terrain and natural occurrences. To build here would be a housing disaster

Although this is classed as planning for Riddlesden, it quite categorically changes the nature of East Morton Village. The previous huge development on Swine Lane took away the farmland that framed the conservation village of East Morton. The result of which was huge numbers of children competing for places at the village school of East Morton with original residents. The proximity of this new housing to the school placed some of the children from the original housing at a disadvantage.

I am objecting to the proposed developments for the Carr bank and Waterside fold areas in East Morton/Riddlesden. The extra traffic created by these developments would overwhelm the existing local roads, which are already used as a “Rat Run”. The high street through East Morton is too busy now and can be very dangerous for local residents to cross. There is also the state of the Canal bridge being able to cope with this extra traffic, as well as the air quality suffering from exhausts of this extra traffic. This would undoubtedly affect quality of life of the present residents in the area.

The site impact assessment recognises there is no opportunity to create a stronger green belt boundary other than the current boundary. As with the council’s concerns with site EM1/H this site could potentially open further development sites between Morton and Riddlesden which would continue the urban sprawl and eventually merge the two services centres of East Morton and Riddlesden.

Having just been informed of your plans to build houses on more of our Green land, these houses will completely surround me and my neighbours. I very strongly object..

Our children play on this area, along with others from the village, it’s disgusting that you are yet again proposing to take more of our outdoor space.

We also have a lot of wildlife here, such as deer, ducks, geese, as well as others.

There are also concerns regarding drainage, if you look at your records you will be able to see the amount of problems we have had regarding this.

The schools are also at full capacity, so where do you propose all these children go to school?

The list is endless.

We don’t want these houses building here full stop. Leave our Green land alone !!

The site lies in proximity to the South Pennine Moors (Phase 2) SPA and has potential to lead to the loss of functionally linked land for SPA birds.

We welcome the approach taken in the draft plan, SPD and assessments to loss of functionally linked land.

The council has a copy of a model to identify the suitability of sites for SPA golden plover and recommend that allocations are screened against this dataset taking the following approach:

• Maximum Training Sensitivity plus Specificity (MTSS) layer: full survey for Golden Plover likely to be required. The WY Ecology Service SPA Bird Survey Methodology should be followed.

• Minimum Training Presence (MTP) layer or 10 Percentile Training Presence (10PTP) layer: scoping survey to determine if a full Golden Plover full survey required. A desk based survey may be sufficient for sites within the MTP whereas a walkover survey may be required for sites within the 10PTP;

• Not within an area of predicted presence: No survey required for Golden Plover.

Where loss of functionally linked land cannot be ruled out at this stage we recommend that allocation requirement text in the plan sets out survey and mitigation requirements clearly.

The estate and area is already struggling with traffic, access and parking also I think any building works will cause a massive disruption to the current residents, we have massive drainage and flooding problems already and I feel this will only add to the problem. There is now way the two local schools can take additional children - Crossflatts funding is already under pressure. The catchment for Bingley Grammar goes through the middle of Waterside Fold Estate - more housing is going to have an impact on this catchment and ultimately for our children.

Our objections to the proposal relate to
•Building on Green Belt land, especially as the planners themselves acknowledge that “there is no opportunity to create a stronger Green Belt boundary than the existing boundary”
•Building homes under a high voltage electricity transmission line which runs right through the proposed site.
•The lack of amenities both in the immediate neighbourhood and in East Morton village – only one community shop (run by volunteers), no health or leisure facilities.
•Pressure on the one local school – East Morton Primary School, which is already oversubscribed in some classes.
•Poor public transport links.
