Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 337

Received: 20/02/2021

Respondent: Mrs Caroline Sharp

Representation Summary:

Danger to school children (this already is an issue during pick up and drop off times)! The negative impact this would have on the Oxenhope Station Conservation Area by damaging it's setting with its extensive views over the hills and moorland and harm tourism which is essential for the village. Damage to the Green Infrastructure Corridor which follows Moorhouse beck and the wildlife which relies on this habitat and surrounding habitats, especially rare breeds toads, newts, bats etc!!! This site is within a flood zone which is already a major problem within Oxenhope with poor drainage, regularly flooding within location.

Respondent: Miss Melanie Addis

Representation Summary:

Proposed Cross Lane development is not in the Oxenhope Neighbourhood plan, would increase traffic past the school, would detract from Oxenhope station and the beck is liable to flooding.
There are better sites in Oxenhope such as further up Moorhouse Lane or Hill House Lane / Hebden Road which are in the Neighbourhood Plan.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 873

Received: 07/03/2021

Respondent: Mr Tony Ryder

Representation Summary:

One concern is the ability of existing village infrastructure to absorb the increased population. Some of the year groups in the Primary school are almost full. Cross Lane is used for parking at drop-off and collection times (safer than Hebden Road) and so becomes quite busy.
Parking for the Co-op already creates a traffic bottleneck on the only bus route.
This land provides a wildlife corridor feeding into the Leeming and Bridgehouse Beck corridors along the village waterways.
Parts of the land fall into Flood Zones 2 and 3. It has an open drainage channel that feeds into the millennium green.
Finally, when the importance of green space is being increasingly appreciated for people's wellbeing this infilling of a previously safeguarded green space seems an error.

Representation Summary:

Important visual amenity to Moors from Station Road Conservation Area.
Development would be Intrusive
Special landscape area.
Significant wildlife corridor.
Impede access for water course maintenance.
Target can be achieved from windfall development and consents already given.
Unlikely to attract affordable housing due to costly land drainage requirements.
Green Space should be protected
2 different owners.
Error in report on land description.
Road and traffic safety - Cross Lane is also heavily used during school opening and closing hours and the formation of new access points to the land will reduce vehicle parking places and add road safety issues during these busy hours.

Representation Summary:

This site has been identified as village green-space for good reasons. Its topography, overlapping woodland with TPO, Moorhouse Beck meandering along the western / northern boundaries lined with trees & hedgerows the site contributes greatly to the setting of the area particularly Oxenhope Station Conservation area, where there are long distance views of the surrounding moorland.
An important hedgerow across the middle of the site protected by the Hedgerow Regulation. Enforced under the Environment Act 1997, restricts the removal of hedgerows.
Land is a wildlife corridor, dear regularly come down from the moor to graze in the field.
Houses would form an incongruous feature adjacent to the conservation area for visitors.
Surface water flooding would surcharge sewer flooding raw sewerage into houses. Access dangerous on bad corner known for accidents. Clash with school traffic.
Land too steep to develop. Roads at 1in10 excessive excavation would blight & scare landscape.

Respondent: Mr John Pamment

Representation Summary:

On the map the area designated for 20 houses looks slightly smaller than that occupied by Crossfield Road which has 11 houses in all. If development did take place 10/11 houses would reflect the existing housing in the area.
The extra traffic from residents delivery vans etc. will cause a deterioration in the environment for present residents of Crossfield Road and more crowding in the village. Local buses are already frequently held up by parking outside the Coop.
Given the rapid changes in the economy more existing built sites are likely to be available for housing and building on greenfield sites should be resisted.
The Council’s own Draft Plan refers to ‘a major adverse effect has been predicted for the climate change resilience SA Objective’ and ‘Minor positive effects’. This hardly seems to be a good basis for using this site.

1. There is NO gated access to the SOUTH into CROSS LANE also there is no beck to the West. Do the planning know the points of a compass.?
Cross Lane is to the EAST of the proposed land grab and the beck is to the NORTH.
2. As this is private land and I understand that the deceased owner left in his will that the land could not be Sold, Built on or any thing else other than Grazing.
3. Is it planned to grab this land from relatives of the late owners?
4. How about land on Harry Lane which is off Hebden road.

Draft Bradford District Local Plan - Preferred Options (Regulation 18) February 2021

Representation ID: 2543

Received: 20/03/2021

Respondent: Mr John Greenwood

Representation Summary:

The proposed development would take away further green space from the village which supports wildlife and enables grazing for horses and other livestock.
The area already has traffic and parking pressures from the Worth Valley railway and school and this would no doubt increase substantially if development went ahead.
Snow clearance is very often not provided in Cross Lane as a priority making obtaining access difficult at times. With increased residency this could mean that some residents many of which are elderly could not gain access in bad weather conditions.

Received: 21/03/2021

Respondent: Mrs Tamsin Foxon

Representation Summary:

I am objecting to this proposal for many reasons. Building here would take away village green space which is essential to keeping the village feel and beauty of Oxenhope. Driving down into the village from Marsh it is the only open green space and needs to be kept. I am concerned about the wildlife as I often see deer coming from the station and across this field. Not only deer but other wildlife use these fields and the hedgerow where you see lots of birds. The view from the station up to the moor is stunning and if built on would be lost forever. I truly believe that the feel of the village, the appearance of the village, the views and the care and respect for wildlife would be changed dramatically if this site gets built on and I feel really strongly that it would be a big mistake.

Respondent: Rebecca White

Representation Summary:

I am writing to express my concern and strongly object to the proposed new housing development off Cross Lane, Oxenhope.

This development will not only destroy yet another central village greenfield space, but will decimate the hedgerows & disturb the deer & other resident wildlife.

The risk of flooding in the area would be increased & the surrounding area spoilt. The already over populated roads will be unable to cope with parking for school, the Co-Op & Oxenhope Pharmacy making this hazardous for pedestrians.
In addition, the sewerage works in Oxenhope are not adequate to accommodate an increase in housing.

I trust you will take the opinions and comments of the local residents into consideration.

The amount of development is deeply concerning.

Respondent: Mr Ian Foxon

Representation Summary:

Objection

The site's green corridor is well used, we regularly see Roe deer crossing the site.
Development WOULD damage the Oxenhope Station conservation area which is protected by law.
Development would affect drainage which, via a culvert, provides positively to the ecology/biodiversity of Oxenhope Millennium Green.
Oxenhope already has a deficit of Green & Blue corridors. This site should be recognised as such.
Traffic and parking on Cross Lane is already a concern according to the Oxenhope Neighbourhood Plan.
Mitigating for the above issues (if even possible) would make this an expensive site to develop. It's unlikely to yield any affordable houses or the type of houses identified as needed in the Neighbourhood Plan. The loss of village green space and visual amenity would not produce a decent balancing contribution to housing stock.
Permission to include this site in the plan has not been granted by all the current landowners.

Plenty of built up derelict buildings that could be demolished to create new housing, why try and take away green belt? It makes no sense?!!

Quick question to the proposer, if this was on your doorstep would you also object and point out the obvious that neglected already built up areas would be a better choice rather than destroy green belt area and put added strain on the local infrastructure?

Be interested to hear your thoughts on that!!!

Light pollution from outside lights etc and noise pollution
Impact on wildlife and wildlife
Site access - only one access proposed which will create congestion
Local Amenities are inadequate- further housing will add pressure
Local infrastructure - electrical supply and drains are inadequate

I wish for it been known that we do not want this development. Why you people want to spoil our village is beyond belief why damage a conservation area, destruction of the green corridor that has wildlife ie deer, badgers, wild bird and other mammals, Also we have horses grazing, sheep and a times cows.
The land in question is also a flood zone There’s not enough infrastructure in this village we struggle with drains, cars not enough Parking the school has no parking we have the police up here in Cross Lane at times because cars are a nuisance, it’s all increased pressure on Oxenhope road services. There’s no meaningful contribution to housing stock or affordability to Oxenhope.

Representation ID: 8066

Received: 08/03/2021

Respondent: Reverend Cat Thatcher

Representation Summary:

The development will damage the setting of the Oxenhope Station Conservation Area. It will contribute to the destruction of the Green Infrastructure Corridor, and the loss of important natural habitats for wildlife and loss of the character of the village and the green space.
The site is within a flood zone which seems incredibly shortsighted.
Oxenhope's limited local services and narrow roads will be significantly impacted by these two developments - no GP within the village and access is already problematic at Haworth Medical Practice, roads in and out of the village are narrow and steep, and at rush hour are already busy, only one bus an hour through the village, traffic impact negatively on the safety of children arriving at and leaving the primary school each day.
The houses proposed will make no meaningful impact on the targets required for Bradford Council either in respect of housing stock or affordable housing.
There are many brownfield sites in Bradford, Shipley and Keighley which are much more suitable

Respondent: Peter Sanderson

Representation Summary:

I am writing to object most strongly to the proposed development of 24 houses on designated village green space in Oxenhope at the bottom of Cross Lane. This development is completely out of keeping with the Oxenhope Station Conservation area, and represents a considerable threat to the wildlife that uses the corridor running down from stairs, through the green space and on down the Goit. The loss of natural habitat there would be a disaster for an area that sees a range of wildlife (including deer) and birdlife (Raptors and migrating species). Once gone, this green space and habitat is irreplaceable.

It's also a development on a flood plain, which seems absolutely wrong-headed at a time of increasing flood risk. It makes no meaningful contribution to the shortage of affordable housing, and places increased pressure on Oxenhope challenged road infrastructure and services.

Representation Summary:

Object to the plan to build 24 houses off Cross Lane.

Our Bungalow was only allowed to be one storey - not to block neighbours views.
Flood impact - high chance of flooding from the beck,
surface water collects in garden and run down from Crossfield road, flood potential is sensitive to any development.
Impact on wildlife, foxes , badgers , ducks , moor hens , pheasant and the deer use our garden and the field, should not be disturbed by building works.

Site designated village greenspace.

Impact Local services - Co-op (parking a struggle), school (will it support more families), medical service oversubscribed. The community not well serviced

Pollution/air quality concerns

Worth Valley Railway must be preserved and the Conservation area remain untouched.

I am concerned that land designated as green belt or green space gets its use reassigned as the council chooses.

Detrimental to the quality of our lives.

Representation ID: 10502

Received: 17/03/2021

Respondent: Debbie Harvie

Representation Summary:

I am writing to make known my objection to the above planning application to build new homes on Oxenhope Green space.

By objection is based on the fact that there is not sufficient infrastructure in the village as it is, with roads already becoming congested and further housing will further exacerbate the challenges we already face in the village.

Furthermore, with other developments undertaken in recent years the green space in the village is becoming less and less meaning wildlife is being pushed out of the village as well as our tourists.

The steamline is adjacent to the green space and new housing would be an unsightly welcome to tourists and undermine the historic interest the village holds as part of Bronte country.
