There are lots of little streams coming down from the moor through this space and I am very concerned about the implications of messing with the water courses for both the proposed houses and the houses in the roads below this area. There are often small water outbreaks on the roads around the site when it rains and these are perilous in the winter and I believe these will be worsened by the proposed houses.
If the site is approved, the junction from Wheatley Grove on to Wheatley Lane must be improved. It is already dangerous for pedestrians as the footpath is so narrow, but it also difficult to get two cars past each other.

I am totally against this plan to in-fill these isolated areas of greenbelt land for yet more housing. Nature and wildlife is essential for our own well-being - this has never been more evident than during this last year - but is continually being squeezed out by more and more development on any and all available plots of land. Greenbelt land was designated as such in order to protect against over-development but that just seems to be ignored.

There is a disproportionately higher number of new houses proposed for the East compared to the West of Ilkley - 91% of the proposed 314 new houses are to be in Ben Rhydding.
Ben Rhydding has a village feel about it with its own row of shops, school, pub and 2 churches - this will be lost with the addition of 285 new houses.
There will be significant traffic generation from the proposed new houses in Ben Rhydding for Ilkley amenities to be accessed with attendant highway safety and parking issues.
There is already far less parking available at Ben Rhydding railway station compared to Ilkley rail station which will be significantly worse with the proposed new houses. Strathmore Road already has problems with cars parking for the train at Ben Rhydding affecting cars turning, refuse collection and large van deliveries in the road.
Ilkley Grammar school already full!

I object to the developments proposed for IL1/H and IL3/H for the reasons set out in my representations specific to those sites. I agree with proposals to develop IL2/H and IL4/H, and believe that these together with the ongoing delivery of individually small developments will enable the target to be reached.

Hello -
I’d like to register my opposition to the new developments planned for Ilkley, in particular the 9 dwellings proposed on Stockheld Road (IL4/H). We live up the hill on Alexandra Crescent and just moved in last August. I am familiar with that small patch of land as it’s just around the corner from us, and the notion of squeezing 9 units on to that site is troubling and reeks of greed. This area in particular already suffers from lack of parking, and a general overuse. I shudder to think what it would be like with nine additional dwellings.
To reiterate, I fully oppose this Plan.

• The Ilkley proposals are for up to 314 houses. Is there provision for 400 to 600 cars? Is there provision for, maybe, 400 to 600+ school places? Is there provision for so much extra sewage? Is there provision for health care for 400 to 600+ people?

The areas selected in Skipton Road East and Stockheld Road seem sensible but the big sites and certainly the Coutances Way site seem to have a number of issues that make them difficult to develop in a sustainable and sensible way.

There are already problems with capacity in the following areas of life - Education/Health/Car Parking/Traffic Circulation/Main Route and Flooding (main A road and adjoining fields already flood).
Green Belt/Protection of open spaces, especially to the east of Ilkley/South Pennine Moors area (SAC/SPA/SPA/SSSI).
Higher than average ownership & usage of cars - rural location
Danger, Lack of capacity for transiting under the Old (single track) Bridge which is a scheduled monument, already a problem and also accessing the main A route at Wheatley Lane junction, also already a problem.
Currently 6703 dwellings in Ilkley - 2 proposals total 285 new dwellings - high impact increased by fact all are in Ben Rhydding to the East of Ilkley which increases the percentage impact as this is just a small area of Ilkley itself.
Support for all objections made by Ilkley Town Council.
Combination of IL1H and IL3H increases impact on facilities available.

The use of green belt land for house building cannot be supported. The countryside is too precious a resource to lose due to lack of strategic thinking about the needs of local people. The size of the developments and the households proposed for these sites cannot be supported by local services.
Smaller sites such as Stockheld Road and Skipton Road plus other available plots (repurposed large gardens and previously industrial sites) could better provide for the type of housing which would support young local people and also provide smaller properties for older people to 'down size' into thus releasing family sized housing stock back into the market.

There is no provision for improvements to local schools and infrastructure to support this development. By continually adding more houses and failing to scale up services this will hurt the local community. Local healthcare provision (doctors, dentists) is already overstretched, the sewage works already cannot cope and overspills into the Wharfe, and the secondary school is hugely oversubscribed already. This whole planning application has also been rushed through in a Covid environment with no (or at best minimal) opportunity to scrutinise or review in an open public forum. I also urge you to review re-consider why it is deemed acceptable to build on Green belt land, rather than looking at alternative sites that could be used.

My primary concerns with the proposed development are as follows
- Loss of habitat including grassland, meadows, hedgerows , trees and water courses
- Loss of community identity including the elimination of the green barrier between Burley and Ilkley
- Questionable benefit of the loss of green belt for the number of houses
- Ben Rhydding is highly congested at the junction of Wheatley Grove and Bolling Road which is increased by the single lane traffic lights at the railway bridge.
Overall the proposed development will diminish one Ilkley's main attractions consisting of the views towards and from the Cow and Calf rocks which attracts many visitors to the area. I would much prefer for sustainable development to be carried out on brownfield sites that does not detrimentally impact people's enjoyment of the countryside.

Excessive housing development in Ilkley places extra demands on the infra-structure of this small town. It will result in increased traffic and put more demands on local GP practices. Lose of green space also affects out diminishing wildlife.

Ilkley has declared a climate change emergency and as such should be reducing the need for travelling to town the centre, work, school, leisure facilities etc. The building proposed at IL1/H is unsuitable for building. Firstly, there is no infrastructure linking this development to the local centre. A car would be required for access by many people, children will not be able to walk or cycle to school and people with reduced mobility will certainly need to travel into Ilkley or Ben Rhydding by car. The increased of car use in this area goes against our aim of carbon reduction and to reduce air pollution caused by car travel. New housing developments are said to generate 5 - 7 additional vehicle movements per day and given that 150 dwellings are planned for this area, it is alot of increased traffic. Further problems arise access to Wheatley lane which is congested.

We’ve not been able to visit the site ourselves, but concerns have been brought to our
attention by local groups in Ilkley. In addition to the strategic level, we have identified the
following sites which we believe to have an impact on the local area:
▪ IL1/H
▪ IL2/H
▪ IL3/H
As stated in our objection comments on policy SP5, proposed development within the
Green Belt across the district shows a net density averaging around 26 dpha, well below the
HO2 minimum of 35 dpha. These sites identified in Ilkley are lower still, with gross densities
of 18.11, 16.95 and 20.92.
We also note that IL4/H, while not in the Green Belt, is also the subject of significant local
concerns especially about flood risk. We would suggest that the development needs of Ilkley
need to be re-examined from the perspective of producing more compact development at
significantly increased density, thereby improving walkability, having much-reduced landtake and allowing for real enhancements to green infrastructure and flood management

I object to the proposals for IL1/H, IL2/H and IL3/H.
These all involve the taking of green belt for which the 'exceptional circumstances' required have not been subtantiated.
Arrangments for improvements/expansions to infrastructure are not articulated, and indeed may not be possible especailly transport (road capacity, train capacity) and number of places at Ilkley Grammar School.
In the case of IL1/H and especially IL3/H, development would propmote the merging of Ilkley with Burley in Wharfedale. These are distinct communities - with Burley in Wharfedale already having suffered the appalling blow that the planned massive housing estate at land on Sun Lane will be, and whch will doubtless lean on all of Ilkley's infrastructure too.

No reason to build on precious Green Belt land when many Brownfield sites are available across Bradford District
Adverse impact on special character of Ilkley
Ribbon development along A65 - loss of demarcation between Ilkley and Burley-in-Wharfedale, given the proposed developments in Burley and Addingham. Could lead to creation of “Wharfedale corridor”
Coutances Way, gateway into Ilkley, will be severely impacted
Flood risk already significant (3 major sites in flood zones 2 and 3) - land often under water, especially after heavy rain
Already overburdened infrastructure in Ilkley (shops, medical, schools) - doubtful it will be able to cope
Secondary schooling in Ilkley already at capacity - no provision for any more
Adverse impacts on habitat of local wildlife
Adverse impact on road safety (eg Wheatley Road train bridge) and pressure on transport links
Sewage sites already unable to cope with demand and regularly overflow

The iconic vista of the Cow and Calf rocks on the entry road into Ilkley is part of what makes Ilkley such a tourist hotspot. It has retained it's Victorian charm and should be cherished for future generations. It seems that open countryside is now being used to build houses which ruins the green corridor between villages and will result in urbanisation of a country town. Furthermore with a history of flooding to the main road here and further up towards Burley the residents might get cut off in flood times. There are plenty of brown sites available throughout the district so why choose a flood risk picturesque part of the town. I can see no benefit of building this estate when other areas are more suitable.

The plans involve building on green belt land which will destroy the rural nature of the valley and destroy wildlife habitat. The influx of so many new residents will place a substantial strain on, and adversely impact upon local schools, services and amenities.
There are numerous brown field sites in Bradford which could be developed without destroying our precious countryside.

I strongly object to the building proposal as this area is home to much wildlife including birdlife. Building in this location will destroy much precious wildlife habitat. I object to the wanton destruction of "Greenbelt" land when there are so many "brownfield" sites in the City of Bradford which could be developed without impacting on our countryside. I'm aware that "greenfield" sites cost prospective builders much less to develop than "brownfield" sites. Building so many homes will impact massively on the local services and amenities, which are already stretched to the limit. Ilkley Grammar School is already oversubscribed.

the proposed extension of Ilkley with the 2 sites at BenRhydding is an appalling proposal , especially when coupled with the expansion of Burley.Viewed from the top of the moor the proximity of the two settlements and the loss of the distinction between them is a retrograde step. Ilkley has traded for years on its green open space and it is simply wrong to build houses on green belt land at the gateway to the town. It jeopardises the character of the town, impacts upon run off and flooding , will have a significant impact upon the road network and result in untold pressure on the school system - currently school places for the children which will arrive with this number of homes simply dont exist nor is there a plan to create them .
The 2 sites in Ilkley town centre should go ahead Bridge Lane and Skipton Road

Green Belt is there to check unrestricted sprawl and preserve the setting of historic towns. Applications to build in Burley-in-Wharfedale and Menston will result in a merging of these villages and is against the reason why we have Green Belt.
Impact on infrastructure. Ilkley Grammar school – capacity and lack expansion space.
Clarity on the use of the site off Coutance Way is required.
Where will the extra children go to school?
Will the aging sewerage system cope with extra houses?
The proposals appear to be non-compliant with the Council’s policy of zero-carbon.
469 houses granted in the last 10 years on infill land. The trend to build on large gardens will continue. Housing requirements should be met through infill sites.
The shortage of housing is for affordable housing. Developers reduce the number of affordable homes after gaining permission.
What is the Council's justification for extra houses in Ilkley/Ben Rhydding?

The approach to ilkley along the A65 from Leeds is beautiful as you turn the bend on Coutances Way and are met with open fields and the view of The Cow and Calf above. Your plans would change the whole feeling of this countryside approach by road and rail.

I am writing to object about the council’s proposal to build in Ilkley and Ben Rhydding on land designated as Green Belt. It has been so designated for a reason: to protect the environment of the town, it’s open aspect, it’s infrastructure and our air quality.
More housing with more car owners will affect the traffic adversely which in turn will be bad for air quality. Our schools and medical services are struggling as it is with out adding substantially to the population in the area.
