This is encroaching on the greenbelt area and is over-development of a site of this size.
Will lead to increased traffic congestion and accidents in the local area. 130 houses would lead to almost 300 more cars in the local area.
Increased pressure on local amenities such as schools (in particular Ben Rhydding Primary and IGS) , doctors, dentists and parking near train station.
Loss of wildlife habit.
This is also a very steep site unsuitable for large scale development

This is green belt land, prone to flooding. Building houses on this field will push the water downhill towards my house, my garden is already sodden with water coursing down the hill. Access onto this area is proposed via an already badly maintained road, that is never gritted by Bradford Council in cold weather because they say access is difficult. The aforementioned surface water turns to ice, meaning that we are often housebound when there is inclement weather. Schools, GP's and dentists are currently at capacity. I walk through the field they are proposing building on regularly and it is part of the outstanding area of natural beauty, here on Ilkley Moor. This is on the same hill as the Cow & Calf Rocks - Green Belt is meant to be protected. This is money for developers but priceless countryside to those who live and visit this area.

150 houses in an area this size which is already built up. Any such new development will be an eyesore and an added burden on the existing old infrastructure of the town which cannot support such a development.

It is currently a beautiful open space, part part of what makes the area a nice place to walk and relax; with permissive paths linking this to other areas around the golf course; 130 dwellings (especially in combination with IL3/H proposal for 155 dwellings) will place huge burden on the local services including trains and schools. The trains to Leeds/ Bradford - especially Leeds - are already over full and cannot be increased in size as the platforms wouldn't allow it and the trains are a fixed set of 4 carriages. The secondary school is already over stretched yet your proposals hear (and the Burley in Wharfedale Sun Lane proposal) will place huge demand on the schools and surrounding infrastructure.

Totally unimaginative approach to planning - despoiling green belt is simply the easy way out. Bradford District is absolutely crammed with brownfield sites which could be redeveloped but the council finds it easier to further destroy the local environment. I object totally to the plan and regret that Bradford Council is the major destroyer of our green spaces, trees and wildlife.

The sites for new housing will place a greater burden on the local schools which are already over subscribed. There is no mention of improving Ilkley Grammar to cope with the potential large influx of school age children.
The access to the Ben Rhydding road site along Wheatley Grove is also not suitable for potentially 260 cars and the junctions at Wheatley Lane and Bolling Road will need significant improvement to make them safe, this will also cause significant pressure on the traffic lights at the railway under pass.
The site at Coutances Way was the original site for a relocated Ilkley Grammar School and remains the only site in Ilkley which can accommodate a school of sufficient size to serve Ilkley and the surrounding towns.
To now change this to housing without addressing the poor state of the Grammar School is criminal.

Given that Ben Rhydding has one butchers shop, one cafe and one pub, any residents of this proposed development would be likely to drive frequently to Ilkley. So you,re proposing to put an extra 130 cars on the roads of a town with a recognised parking problem. Which is madness.

Building on Green Belt land is in contravention to the Government’s aims and objectives.
The NPPF demands that there should be “exceptional circumstances” before Green Belt boundaries can be changed and states that inappropriate development is harmful to the Green Belt and should be approved only in “very special circumstances”. These circumstances do not apply here. BDMC has not shown that Ilkley's housing needs warrant releasing greenbelt land in accordance with the NPPF requirements , nor that it has considered appropriate alternatatives . Ilkley is a cash cow for BDMC and is yet again being milked for the benefit of other districts . It is an tourist spot because of its green belt surroundings , and BDMC's proposals will damage this and promote a dangerous precedent

Object on three grounds:
Environmental- this is green belt land, with mature trees and number of flora and fauna and close to AONB and within protected zone of SPA.
Insufficient traffic infrastructure- I note that there will no access to The Drive, which I understand as a single track un-adopted road. However the impact of 200 plus vehicles from 130 dwellings will be significant on Wheatley Grove and then Ben Rhydding Road or Wheatley Lane. This must lead to further traffic issues under the railway bridge on Wheatley Lane and then also onto Coutances Way where significant queuing already occurs. This would also exacerbate the issues caused by proposal IL3/H.
Insufficient School and work opportunities: there are already insufficient school places within Ilkley at primary and secondary level and those moving here would not work in Ilkley but would in all likelihood travel to Leeds to work.

Your plan states building on this site will have a moderate impact on Green Belt. I find it particularly concerning you have identified this site given it joins woodland priority habitat and TPO trees. You have also stated development here could impact on water quality, there would be limited access to both primary and secondary schools and that you would need to compensate for the impact on the greenbelt. Given you have stated Ilkley has little room for expansion not on green belt I am concerned that even those sites you enhance or try to protect will be developed in years to come as demand for housing continues to increase. Building on Green Belt sites now sets a scary and worrying precedence for future needs or developments

Green Belt: planning guidelines give priority to the development of brownfield sites over green belt, it is evident that there are multiple brownfield sites available for development within the Bradford City area; where is the requirement for “compensatory green belt development” set out in 15.17.25 to come from?
Flora and Fauna: the site falls within the Habitat Development Assessment’s 2,500m zone where land is prohibited from development.
Sustainability: the plan acknowledges that access to schools is “limited” due to distance whilst access to services and amenities is “significantly beyond the target distance”.
Development: development on the scale proposed can only have a detrimental effect on the surrounding settlements not least with regard to flooding. The increased volume of traffic generated by the site will greatly add to carbon emissions exacerbated by restricted road access and the proposed Coutances Way development.

1. This site provides a major green lung for Ben Rhydding with extensive informal recreational activity.
2. It is an important visual stop to the eastward spread of development. Once breached there will be inevitable and undefendable pressure for intensification of development along The Drive.
3. The site is also a much higher cost one to develop than implied with major vehicular access issues and costs - and seriously detrimental impacts upon junctions with Wheatley Lane and Bolling Road.
4. There are also major water drainage and flooding issues both on the site and for nearby properties.
5. These costs will lead to pressure for exactly the development that the council claims not to be seeking - low density high value 'executive plus' housing that can sustain such costs - and it will not deliver the councils stated housing objectives.
6. It should retain its current green belt designation.

There is insufficient access to the site for this number of new dwellings.. The junction between Wheatley Grove and Rhydding Road is restrictive and difficult at the best of times. There is no feasible access to public transport, and this would result in greater blocking of facilities in both Ben Rhydding and Ilkley, both of which are already beyond capacity

Greenbelt is needed to prevent urban sprawl, protect the landscape, our environment, and supports wellbeing. Fields capture carbon and support natural flood management, while agricultural supports food production. We must avoid unnecessarily losing our countryside.
IL1/H is accessed off Ben Rhydding drive which has no pavements.

I object to this site for a number of reasons: 1. It is very close to Ilkley Moor. 2. It lacks proper transport access (which, if developed, would ruin a quiet, almost country lane). 3. It would have large negative visual impacts. 4. It is unnecessary to fulfil Ilkley's quota of housing. Other sites in this proposal have very low proposed housing densities, therefore, by increasing housing density on, say, IL3/H (for which there is plenty of scope), there is no need at all to build on this site.

The proposal shows a total lack of environmental considerations as well as vision.
130 houses, or any number, building on this site has a huge environmental impact. The lack of vision is obvious when one tries to envisage how the total lack of infrastructure is going to be resolved without negative environmental consequences. The proposed, although offering lots of space, is just not suitable for housing development, also considering the various "right of way" paths running through this site and the large number of mature trees.

I believe this site to be very poorly located and expands the town in entirely the wrong place. If access were available via Ben Rhydding Drive, I might have a different view. But without it, it will increase car traffic significantly on Wheatley Grove - much more than is reasonable. As the assessment recognises, with the exception of pedestrian access to the station, the site is otherwise poorly connected to other amenities, and is therefore likely to have a high degree of reliance on car travel.
While I am not opposed to greenbelt development as a matter of course (I support the Countances Way site) this will largely wipe out open green space in this area and will fundamentally change the character of the area.
As a side issue, listing access to semi-natural habitats at a private golf course is disingenuous.

I do not think that the local infrastructure can support the increased level of dwellings. Specially, I do not think local roads can cope with the additional vehicles and that public transport facilities, especially trains, can cope with the significant extra level of commuters.
I also believe the environmental impact will be significant and that there are better suited sites elsewhere in Bradford, such as brownfield sites that may also provide a better mix of more affordable housing options to cater for all the various housing needs.

Our household object for the following reasons:
(i) Sewers are old and regularly leak out. 130 new houses are likely to generate extra 32.5l/s peak flow with which the existing sewers won't cope.
(ii) There is no spare capacity for drainage. A 6-hour 75mm intensive rainfall over 7 hectares on an impervious site would generate 5,385m3 of run-off (2 Olympic pools). The existing pipes and Ben Rhydding WWT will overflow affecting properties, water quality in River Wharf and stability of the railway.
(iii) There are no proper roads to access the site. Wheatley Grove is no more that 3m wide at its start at Wheatley Lane with 1-way railway bridge. Ben Rhydding Drive is narrow with no pedestrian walkways. This will impact severely on road safety particularly elderly, children and cyclists.
(iv) The site is a home to a wide variety of wild species which include owls, bats and deer.

THE NUMBER OF DWELLINGS PROPOSED FOR BOTH 1L1H (WHEATLEY GROVE) AND 1L3H ( COUTANCES WAY) IS EXCESSIVE. INGRESS AND EGRESS TO BOTH THESE SITES WILL INVOLVE LARGE NUMBERS OF VEHICLES PASSING DAILY UNDER THE RAILWAY LINE ADJACENT TO BEN RHYDDING RAILWAY STATION THROUGH A SINGLE LANE TRAFFIC LIGHT CONTROLLED UNDERPASS, WHICH ALREADY STRUGGLES TO COPE WITH CURRENT TRAFFIC AT PEAK TIMES OF THE DAY. NEITHER OF THESE SITES ARE VIABLE FOR ANYTHING MORE THAN A COUPLE OF DOZEN DWELLINGS UNLESS THE UNDERPASS UNDER THE RAILWAY LINE IS WIDENED TO A TWO LANE ROAD. THE CONSTRUCTION OF 285 DWELLINGS IN SUCH CLOSE PROXIMITY TO EACH OTHER ON THE OUTSKIRTS OF ILKELY WILL PUT HUGE ADDITIONAL PRESSURE ON VEHICULAR ACCESS TO THE EDUCATION, HEALTH AND OTHER FACILITIES IN THE TOWN CENTRE. WITHOUT SIGNIFICANT UPGRADE OF LOCAL INFRASTRUCTURE ILKLEY WILL BE SWAMPED.

As well as this being an area of outstanding natural beauty, the main concern which I have is the current infrastructure and the negative impact which this would have on it. We know personally that school places are at a premium so the proposed plans would require a re-think in school provision as well as other services such as GP services

The land is Green Belt and thus protected by the Government's National Policy Framework and there remain many brownfield sites within the district that go undeveloped, this should not be a priority. This will have a hugely detrimental effect on purpose 3 of the NPPF GB policy, which should in itself prevent development. The site further remains a flood risk from the moor and gold course, which will worsen the effect on Ben Rhydding Drive. There remains no footpath on Ben Rhydding Drive and given this would be the main access to public transport for the houses, such an increase in foot traffic would be incredibly dangerous, this has only been amplified during the pandemic. Sustainability has been completely disregarded within this proposal, ignoring the increased carbon due to the distance to schools and transport, as well as the destruction of priority wildlife that would occur.
