Bradford District Local Plan - Publication Draft (Regulation 19) (October 2026)
Section 7: Implementation and Monitoring Comment
Delivering in Partnership
7.1.1The Local Plan represents an opportunity for the Council to set a positive vision for the Bradford District. However, it is important to recognise that many other processes will influence their achievement, including the implementation of other plans and strategies produced at the national, sub-regional and local levels; investment by the public, private and voluntary sectors; and the actions of individual businesses and residents. The Local Plan is therefore an essential component in delivering the spatial vision and strategic objectives, but not sufficient on its own. This means that the Council has to develop a wide range of partnerships to ensure that this takes place. Key partners will include:
- Developers;
- Housebuilders;
- Local communities e.g. through the development of Neighbourhood Plans;
- The business sector and their representatives;
- Infrastructure providers e.g. utilities companies, transport providers, the NHS and emergency services;
- Government agencies e.g. the Environment Agency, Homes England, and Natural England.
- Regional/Sub-Region bodies e.g. Transport for the North, Local Nature Partnership and adjoining local authorities;
- West Yorkshire Combined Authority; and
- Leeds City Region Local Enterprise Partnership
Monitoring and Review
7.1.2A key feature of the Local Plan is the implementation of a coherent, robust and flexible monitoring framework that enables Bradford Council to respond effectively to changing circumstances. This supports a plan-monitor-manage approach, allowing elements of the Local Plan to be reviewed and updated where necessary.
7.1.3The principal mechanism for monitoring the performance and effectiveness of the Local Plan will be the Authority Monitoring Report (AMR). The Localism Act 2011 requires local authorities to prepare AMRs to:
- assess progress in implementing the Local Development Scheme (LDS).
- evaluate the extent to which policies and proposals set out in local development documents are being successfully delivered.
7.1.4Implementation of the Local Plan will be monitored annually through a schedule of Local Plan Indicators (LPIs), as set out in Table 7.1. These indicators will provide a clear and reliable measure of progress against the Plan’s objectives and policies, considering the availability and quality of data sources accessible to Bradford Council. Through this Monitoring Framework, the AMR will identify any issues requiring attention by the Council and its partners to improve delivery and outcomes. Where necessary, the AMR may also recommend a partial or full review of the Local Plan.
7.1.5In addition to monitoring the objectives and policies, the AMR will assess a range of contextual information, such as population growth and demographic trends, to review baseline conditions across the district. This will help determine whether the Local Plan’s spatial strategy is being delivered as intended, remains appropriate, and continues to support sustainable development.
7.1.6The AMR will also monitor the indicators contained within the Sustainability Appraisal (SA) Monitoring Framework. The Sustainability Appraisal assesses the social, economic and environmental effects of the Local Plan and helps ensure that the principles of sustainable development remain central to the plan-making process.
7.1.7Furthermore, the AMR will monitor and review progress in delivering the Local Infrastructure Plan (LIP) and report on the Council’s activities in fulfilling its Duty to Cooperate with neighbouring authorities and other relevant bodies.
7.1.8As part of the plan-monitor-manage approach, the indicators and targets within the monitoring framework will be reviewed periodically throughout the plan period to ensure they remain relevant and effective. Additional indicators may also be incorporated into future AMRs where appropriate. It should be recognised that, for some indicators, the full effects of Local Plan policies may only become apparent over a longer period, and therefore trends may need to be assessed over several years before meaningful conclusions can be drawn.
